Job summary

Northrop Grumman Aeronautics Systems, Strike Division seeks a Level 3 Principal Proposal Analyst to join on-site in Melbourne, FL. The role leads proposal development, planning, and cost estimating in response to solicitations, coordinating with functional teams to ensure compliant submissions.

Responsibilities include cost modeling, data analysis, and presenting pricing strategies to management, while ensuring compliance with FAR/DFARS and regulatory requirements. Secret clearance is required.

Qualifications

• Bachelor's or Master’s degree in business, finance, economics or related discipline with relevant proposal/estimating experience.
• Understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS).
• Experience with Enterprise Pricing Software (e.g., ProPricer) or equivalent pricing tools.

Responsibilities

• Prepare proposals compliant with FAR/DFARS and internal procedures.
• Develop, plan, and schedule proposals in response to customer requests.
• Coordinate internal reviews of proposal cost and pricing.
• Compile cost, schedule, and technical elements per RFP specifications.
• Present proposal and pricing strategy recommendations to management.
• Support proposal audits, fact-finding, and negotiations.
• Analyze data such as labor hours, past performance, and cost data for BOEs.

Northrop Grumman Aeronautics Systems, Strike Division has an opening for Level 3 Principal Proposal Analysts to join our team of qualified, diverse individuals! This position will be on site in either Melbourne, FL and requires that the selected candidate work from the office daily.

The Analyst will lead efforts associated with proposal development, planning and scheduling during the acquisition process. Will perform cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications and in compliance with regulatory requirements. Will coordinate with functional departments to facilitate the collection and accumulation of cost, scheduling, and performance elements and research and analyze historical data and develop cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings and pricing reviews with management and customer representatives.

Responsibilities

• Prepare proposals in compliance with applicable government regulations and internal policies to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.
• Develop, plan, and schedule proposals in a team environment in response to customer requests.
• Coordinate internal comprehensive reviews of proposal cost and pricing.
• Compile cost, schedule, and technical elements in the development of proposals in accordance with RFP specifications.
• Present proposal and pricing strategy recommendations to management.
• Support proposal audits, fact-finding, and negotiations.
• Analyze data such as direct labor hours, past performance, costs of previous procurements, Basis of Estimates (BOEs) and/or comparison to similar items/scope.

Basic Qualifications

• Bachelor’s degree in business, finance, economics or related discipline with 5 years of proposal or material estimating experience OR a Master’s degree in business, finance, economics or related discipline with 3 years of proposal or material estimating experience.
• Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS) related to cost volumes and Cost Estimating System requirements.
• Working knowledge of Enterprise Pricing Software (i.e., ProPricer) or an equivalent Pricing tool.
• Must have an active Secret Clearance (with a background investigation completed within the last 5 years or currently enrolled into Continuous Evaluation).
• Must have the ability to obtain and maintain Special Access Program Clearance.

Preferred Qualifications

• Air Vehicle or Aerospace/Defense industry experience.
• Experience with SAP/S4.
