Job summary

Astrion seeks a Principal Program Manager to lead USAF Weather Systems programs at Hanscom AFB, MA. The role requires DoD program management expertise, a strong grasp of acquisition policies, and the ability to coordinate across departments to meet cost, schedule, and performance targets.

Citizenship and an active Secret clearance are required. The candidate will oversee complex acquisition activities, develop briefs, and ensure documentation quality for senior leadership.

Qualifications

  • Bachelor’s Degree in a related field and 20 years of experience in the respective technical/professional discipline, 10 of which must be in the DoD.
  • OR, 30+ years of directly related experience, 12 of which must be in the DoD.
  • Experience on DoD or Air Force acquisition programs.
  • Comprehensive knowledge of DoD/AF acquisition policies and practices per DoDI 5000.02 and 5000.75; knowledge of DoD/Air Force roles.
  • Ability to gather, analyze, and measure effectiveness, efficiency, and productivity of acquisition programs.

Responsibilities

  • Knowledge of principles, policies, and practices of systems acquisition and program management as defined in DoDI 5000.02, AFI 63-101/20-101.
  • Knowledge of roles and relationships within the DoD and the Air Force.
  • Qualitative and quantitative techniques to measure effectiveness of acquisition programs.
  • Support activities to assess programs within schedule and cost baselines; propose viable solutions.
  • Communicate, document, and plan program status and acquisition tasks to senior management.
  • Coordinate acquisition plans across development, production, deployment, and optimization.
  • Prepare acquisition reports including statutory/regulatory reports (DAES, MAR).
  • Support program management reviews and IMS/IMPs.
  • Develop briefs/schedules of program status and acquisition tasks for leadership.
  • Correlate EVM Cost Performance with IMS CDRLs.
  • Provide inputs to RFPs (system specs, SRDs, SOWs, CDRLs) and other RFP products.
  • Support Life Cycle Logistics and sustainment.
  • Interpret and coordinate acquisition project assignments and advise on issues impacting cost/schedule.
  • Outline policy gaps and management of acquisition efforts.

Astrion has an exciting opportunity for a Principal Program Manager providing support to the USAF Weather Systems branch, which is within the PEO Electronic Systems Directorate (AFLCMC/ES) and located at Hanscom AFB, MA.

For this position, the Weather Branch needs a top-notch Program Manager who can run a program, take initiative, knows how USAF works and not just be a task worker

Education
MINIMUM REQUIRED QUALIFICATIONS / SKILLS

Duties include, but not limited to:
  • Knowledge of principles, policies, and practices of systems acquisition and program management, as defined in DoDI 5000.02, AFI 63-101/20-101
  • Knowledge of roles and relationships within the DoD and the Air Force
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs
  • Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems, and the pursuit of alternative courses of action
  • Effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.)
  • Plan, research, analyze, and assess system acquisition in terms of development, production, and deployment of weapons systems and associated equipment as well as formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives
  • Support and develop acquisition reports, including statutory and regulatory reports (i.e., DAES, MAR, etc.)
  • Support program management reviews, senior level meeting/reviews, and IMP/IMS reviews
  • Support and develop various briefings/schedules of program status and acquisition tasks to senior management
  • Correlate EVM Cost Performance Report analysis with the monthly IMS CDRLs for programs
  • Provide expert Program Management inputs to Request for Proposal (RFPs) including systems specs, Electronic Warfare Systems (SRDs), Statement of Work (SOWs), and Contract Data Requirements List (CDRLs), and other RFP products
  • Provide services critical to Life Cycle Logistics and operational supportability
  • Interpret, organize, execute, and coordinate acquisition project assignments and make recommendations to Government Program Manager regarding problems with unique or controversial items that may have a major effect on the overall performance and execution of acquisition & sustainment projects
  • Compare program direction and program plans for consistency
  • Outline policy disconnects, policy interpretation, and management of all acquisition effort.
