Northrop Grumman is seeking an experienced and motivated professional for the role of a Principal / Sr Principal Supply Chain Subcontract Specialist (Band 3) or (Band 4) with experiences in supply chain management, or related fields, to include business and financial planning, contracts administration, project management, logistics, or manufacturing.

The successful applicant will become a part of Northrop Grumman’s Advanced Mission's Capabilities Team (AMC) within the Mission Systems Sector, which is engaged throughout all aspects of the core technologies used within our major systems. Full-Time telework is offered for this role but will need to come onsite in Baltimore/Linthicum, MD as needed at the program’s discretion to provide support.

What You’ll Get To Do:
  1. Sources and procures specialized goods and services.
  2. Owns contractual management for the supplier.
  3. Responsible for source selection from contract proposal to execution phases.
  4. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
  5. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  6. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  7. In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
  8. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  9. Manages performance of subcontracts, ensures compliance with all public law requirements as well as company policies and procedures including import/export regulations.
  10. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded.
  11. Manages and develops strategic/key suppliers by having strong communication and writing skills.
  12. Reviews and approves supplier payment as needed.
  13. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.

This position can be hired at either a Principal or Sr Principal SC Subcontract specialist.

Principal Supply Chain Subcontract Specialist Basic Qualifications:
  1. 5+ years of supply chain, procurement, business management and/or related experience with a Bachelor’s Degree, 3+ years of supply chain, procurement, business management and/or related with a Master’s Degree.
  2. Ability to obtain and maintain a DoD Secret clearance.
  3. Experience with SAP or related business application software.
  4. Experience with FAR/DFAR.
  5. Demonstrated negotiation experience.
  6. Experience performing Senior Worker review of procurement packages.
Preferred Qualifications:
  1. Professional experience in a regulated industry; to include Aerospace & Defense, Insurance, Financial Services, Telecommunications.
  2. Demonstrated experience with multiple contracting formats, including Firm Fixed Price and/or Cost Reimbursable.
  3. Experience with terms and conditions, and/or special contract clauses/types such as: long term agreements and intellectual property agreements.
  4. Experience working high dollar subcontracts (i.e. $100M Cost Reimbursable Preferred).
  5. Active DoD secret clearance.
Sr Principal Supply Chain Subcontract Specialist Basic Qualifications:
  1. 8+ years of supply chain, procurement, business management and/or related experience with a Bachelor’s Degree, 6+ years of supply chain, procurement, business management and/or related with a Master’s Degree.
  2. Ability to obtain and maintain a DoD Secret clearance.
  3. Experience with SAP or related business application software.
  4. Experience with FAR/DFAR.
  5. Demonstrated negotiation experience.
  6. Experience performing Senior Worker review of procurement packages.
Preferred Qualifications:
  1. Professional experience in a regulated industry; to include Aerospace & Defense, Insurance, Financial Services, Telecommunications.
  2. Demonstrated experience with multiple contracting formats, including Firm Fixed Price and/or Cost Reimbursable.
  3. Experience with terms and conditions, and/or special contract clauses/types such as: long term agreements and intellectual property agreements.

Salary Range: $82,900 - $124,300

Salary Range 2: $103,200 - $154,800

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
