Principal Environmental Planner – Mining (On-call)

ICF is seeking an experienced Principal Environmental Planner for our mining team with consulting experience to play a key role on our planning team in the Mountain West (Arizona, Colorado, Montana, Nevada, New Mexico, Utah, Wyoming, and Alaska). The ideal candidate will have experience with land use planning, environmental permitting, NEPA and associated regulations, and mining laws.

We lead environmental compliance efforts for complex projects nationwide, including mining, energy, transportation, and other infrastructure projects. Our work involves managing environmental review processes, consultation with agencies, public involvement, impact analysis, and mitigation strategies. Our clients include federal, state, international agencies, and private companies. We focus on energy development, land use, water, recreation, and resource management.

About On-call Employment With ICF
Given the project-specific nature of our work, ICF hires environmental professionals as “On-Call” employees, scheduled intermittently as needed, paid hourly, and eligible for overtime. They may work on multiple projects outside of ICF as long as there is no conflict of interest.

Key Responsibilities:

  • Manage and review federal, state, and local permitting and NEPA compliance for mining and energy projects.
  • Serve as primary contact with government agencies and private sector clients such as mining companies and developers.
  • Coordinate multidisciplinary teams for research, technical documentation, and client interfacing.
  • Identify new business opportunities, prepare proposals, and develop client relationships.
  • Lead project teams to meet schedule, quality, and budget expectations.
  • Mentor and lead staff.

Minimum Qualifications:

  • Bachelor’s Degree in Physical or Natural Sciences, Policy, Economics, or related fields.
  • 12+ years of experience with environmental reviews, mine permitting, or NEPA project management.

Preferred Experience:

  • Master’s Degree in relevant fields.
  • 8+ years managing environmental permitting or NEPA documents.
  • Experience with Bureau of Land Management and U.S. Forest Service regulations.
  • Experience obtaining permits, reviewing studies on biological, cultural, air quality, and hydrology resources.
  • Experience with development scenarios or mineral reports.
  • Managing pre-NEPA work such as surveys and data collection.
  • Proven success in business development with mining clients.
  • Ability to develop and maintain client relationships.

  • Proficiency in Microsoft Office Suite.
  • Strong organizational, problem-solving, and multitasking skills.
  • Ability to set and achieve challenging goals.
  • Effective collaboration and communication skills.
