West End Workforce is partnering with a Florida-based general contractor to hire a Preconstruction Manager. This role emphasizes ownership of the preconstruction process and close collaboration with clients and design teams to position projects for successful execution.

Ideal candidates bring commercial construction estimating and preconstruction experience, with the ability to manage budgets, reviews, and subcontractor pricing across CSI divisions.

Qualifications

• Experience from conceptual budgeting to final pricing and handoff to Operations.
• Strong knowledge of estimating, bidding, and procurement processes.
• Familiarity with design-build, GMP development, and CM/CMAR approaches.
• Experience with subcontractor solicitation, scope review, bid leveling, and procurement.
• Solid understanding of construction methods, materials, sequencing and constructability.
• Excellent communication, organizational, analytical and problem-solving skills.

Responsibilities

• Manage preconstruction activities from conceptual design through final pricing and turnover to Operations.
• Develop conceptual and detailed estimates, budgets, and cost plans across multiple CSI divisions.
• Review drawings and specs to identify scope gaps, constructability concerns, cost risks, and opportunities.
• Develop bid packages and subcontractor scopes of work.
• Solicit subcontractor and supplier pricing, analyze proposals, level bids, and assist with negotiations and selections.
• Lead value-engineering efforts and identify cost-saving alternatives.
• Participate in design development and constructability reviews.
• Collaborate with owners, architects, engineers, consultants, subcontractors, and internal project teams.
• Present budgets, estimates, pricing, and recommendations to clients and leadership.
• Maintain strong subcontractor relationships and current market-pricing knowledge.
• Partner with Project Management and Operations to ensure a thorough project handoff.

We are partnering with an established commercial general contractor seeking a Preconstruction Manager to join its team in Florida.

This is an excellent opportunity for a construction professional who enjoys taking ownership of the preconstruction process, collaborating with clients and design teams, and helping position projects for successful execution.

The ideal candidate has commercial general contracting experience and understands the preconstruction lifecycle from early conceptual budgeting and estimating through subcontractor procurement, value engineering, final pricing, and handoff to Operations.

We are also open to a strong Estimator or Senior Estimator who is ready to take the next step into a broader preconstruction leadership role.

Location: Can reside in Tampa, Gainesville or Jacksonville, FL

QUALIFICATIONS

• Commercial construction estimating and/or preconstruction experience
• Commercial general contractor experience strongly preferred
• Experience with vertical commercial construction across multiple trades and CSI divisions
• Understanding of conceptual estimating, hard bid, negotiated work, CM/CMAR, design-build, and/or GMP development
• Experience with subcontractor solicitation, scope review, bid leveling, and procurement
• Strong understanding of construction methods, materials, sequencing, and constructability
• Strong communication, organization, analytical, and problem-solving skills
• Bachelor's degree in Construction Management, Engineering, Architecture, or a related field preferred
