Job summary

Skanska USA is seeking a Preconstruction/Design Manager - MEP in Portland to lead multi‑discipline estimating, risk management, and value optimization for Design‑Build and other delivery models.

You will coordinate with design teams, operations, and business development to ensure accurate estimates, manage scope, budget, and schedule, and build strong subcontractor relationships while upholding Skanska’s values.

Qualifications

• 7+ years leading preconstruction/estimating or MEP teams.
• 5+ years producing and reviewing detailed cost estimates with advanced tools.
• 5+ years risk management, contract review, and value management.
• 5+ years coordinating design, operations, and business development.
• 1+ year experience with Value Management processes.
• Bachelor’s Degree – Engineering, Architecture, Construction Management or equivalent/applicable degree; or 8 years equivalent experience and minimum 7 years prior relevant experience.

The Preconstruction Manager - MEP oversees the preconstruction process and resources to deliver high-quality, cost‑effective services that keep projects within defined scope and budget. You will produce and review detailed cost estimates of MEP disciplines and coordination of civil, structural, architectural diciplines, apply advanced estimating tools and market insights, and ensure estimate accuracy and quality. Collaborating with design, operations, and business development, you will challenge design assumptions, propose and track value‑management options, support procurement planning, and develop subcontractor relationships to optimize project outcomes.

Your role includes serving as a key leader between Skanska and its subcontractors and design teams, supporting Design-Build projects and other collaborative delivery models as needed. The role is responsible for guiding the design process from pursuit through construction, coordinating with operations, subcontractors and design partners, and helping ensure scope, cost, schedule, and quality objectives are achieved, identifying and mitigating project risks. You will act as a champion for Skanska’s values while ensuring confidentiality and consistent delivery of preconstruction deliverables.

Preconstruction Manager Required Qualifications:

• 7+ years of proven leadership of preconstruction/estimating or Mechanical/Electrical teams with oversight of multi-discipline cost estimating (civil, structural, architectural, and MEP)
• 5+ years of experience in producing and reviewing detailed cost estimates using advanced estimating tools and market insights; ensure accuracy and quality
• 5+ Years of experience with risk management, contract review, and value management capabilities.
• 5+ years of experience coordinating design, operations, and business development; ability to present to clients and maintain confidentiality.
• 1+ year of experience with the Value Management processes
• Bachelor’s Degree – Engineering, Architecture, Construction Management or equivalent/applicable degree; or 8 years equivalent experience and minimum 7 years prior relevant experience.
