Pre-Construction Team Specialist
Department: Engineering
Position Summary

The Pre-Construction Team Specialist supports the successful planning and preparation of construction projects prior to field operations. This position is responsible for coordinating and completing pre-construction activities, tracking required submittals and documentation, reviewing contract requirements, and assisting with permits and technical submittals. The Pre-Construction Specialist works collaboratively with project, engineering, estimating, and operations teams to ensure projects are properly prepared and all pre-construction requirements are addressed accurately and in a timely manner.

Essential Responsibilities
  • Participate in internal project kick-off meetings to review the Scope of Work (SOW), project requirements, and pre-construction responsibilities.
  • Review contract specifications, drawings, the Request for Proposal (RFP), and amendments during the bidding and pre-construction phases to ensure the project team is working from the complete and conformed set of documents.
  • Assist with identifying discrepancies or missing information within contract documents, drawings, specifications, and submittals and communicate issues to the appropriate team members.
  • Identify permits and other regulatory or project-specific requirements needed prior to construction and coordinate the collection and submission of required documentation.
  • Identify, track, and assign pre-construction submittals using established project checklists and tracking tools to ensure required items are identified and when they are required to be completed.
  • Review and/or assist in development of the project submittal register, and identify items required within a period of time per the specifications
  • Monitor the status of assigned pre-construction activities and communicate outstanding items, potential delays, or required follow-up to the appropriate project personnel.
  • Prepare or coordinate and package required pre-construction documentation with various departments for submission (e.g., plans, resumes, appointment letters, organizational charts, etc.) in accordance with company procedures.
  • Conduct technical reviews of definable features of work, testing, plans and material submittals, particularly long-lead items that require early submission or approval.
  • Coordinate and follow up with project teams and internal departments to obtain information needed to complete pre-construction requirements.
  • Assist in maintaining accurate and organized records of pre-construction submittals, approvals, permits, correspondence, and supporting documentation.
  • Support the project team in ensuring pre-construction requirements are completed in accordance with project schedules, contract requirements, and company procedures.
  • Participate in internal project meetings as needed to provide updates regarding assigned pre-construction activities.
  • Communicate professionally and effectively with internal and external stakeholders regarding project documentation and pre-construction requirements.
  • Assist in the development of Standard Operating Procedures (SOP) and Form(s) for the Pre-Construction Team, in alignment with other SOPs
  • Perform other duties as assigned.

  • Reports to the Pre-Construction Team Manager
  • This position does not have direct reports.

  • Ability to work independently while also collaborating effectively with the pre-construction team, project team, engineering, estimating, and operations teams.
  • Strong problem-solving and analytical skills, with the ability to identify issues and coordinate appropriate follow-up.
  • Ability to manage multiple assignments and meet established deadlines in a fast-paced construction environment.
  • Maintains confidentiality and handles sensitive company and project information with discretion and professionalism.
  • Demonstrates initiative, accountability, and a willingness to take ownership of assigned responsibilities.
  • Ability to establish and maintain effective working relationships with coworkers, subcontractors, vendors, and other project stakeholders.
Education and Experience
  • Bachelor’s degree with 2 or more years of relevant construction, engineering, project coordination, or pre-construction experience; or
  • Associate’s degree with 4 or more years of relevant experience; or
  • 5 or more years of relevant field construction, engineering, project coordination, or pre-construction experience with a high school diploma or equivalent.
  • Previous experience with field construction, construction documentation, submittals, contract specifications, plans, or project coordination preferred.
  • Experience in construction, infrastructure, or related construction environments preferred.
Travel
  • The frequency of travel may vary to accommodate specific tasks.
Physical Requirements

This position may require the Team Members to work in the Field and office setting. When working in the field, Team Members will work around moving heavy machinery and equipment, and in outdoor conditions that include inclement weather, heat, humidity, and cold. The noise level may be loud at times due to machinery and equipment. Must be able to move objects weighing up to 40 lbs. using abdominal and lower back muscles to provide support repetitively for 10 to 20 minute intervals without fatigue. Constant movement and use of limbs for the duration of shift. When in the office, Team Members can anticipate Sedentary work in a climate-controlled environment with moderate noise levels. Most duties require the use of a computer and a phone, as well as in-person or virtual meetings. Maintain a stationary position for prolonged periods during the shift. Constant operation of computer and other office equipment such as copy machine, phone, and printer. Occasionally transport objects up to 15 lbs., such as small parcels, packages, and other items.
