Baker Construction & Development, Inc. in Spokane, WA seeks an experienced Pre-Construction Manager to lead the pre-construction process from opportunity to award and turnover.

You will collaborate with BD, design teams, subcontractors, and internal teams to develop budgets, schedules, and pricing for ground-up projects. The role requires 7–10+ years in commercial construction, strong estimating and project-management skills, and experience with Procore and GBM tools.

Qualifications

• 7–10+ years of commercial construction experience, with strong pre-construction background.
• Experience with ground-up commercial construction preferred.
• Bachelor’s degree in construction management, engineering, or related field is a plus.

Responsibilities

• Lead and coordinate the pre-construction process from opportunity to award and turnover.
• Develop conceptual budgets, detailed estimates, and final project pricing.
• Review plans, specs, addenda, and contract docs for scope, constructability and risks.
• Develop bid strategies, scopes, packages and bidder lists.
• Negotiate subcontractor and supplier proposals and maintain stakeholder relationships.
• Ensure a smooth transition from pre-construction to construction with clear estimates and scopes.

We’re currently looking for an experienced Pre-Construction Manager to join our team in Spokane, WA! The ideal candidate will have 7–10+ years of commercial construction experience, with a background in pre-construction, estimating, project management, project engineering, or a combination of these disciplines. Strong experience with ground-up commercial construction is preferred.

Compensation & Benefits

Salary Range: $110,000-$140,000 annually DOE

Performance Bonus: 10–15% of base salary, based on company and individual performance and applicable Baker bonus program terms.

What You’ll Be Doing

You will be responsible for leading and coordinating our pre-construction process from initial opportunity through project award, subcontractor buyout, and turnover to the Project Management and field teams. This includes:

• Working closely with our Business Development team to evaluate opportunities, develop pursuit strategies, and establish preliminary budgets and schedules.
• Developing conceptual budgets, detailed estimates, value engineering options, and final project pricing.
• Reviewing plans, specifications, addenda, and contract documents for scope, constructability, completeness, and potential risks.
• Developing bid strategies, subcontractor scopes, bid packages, and qualified bidder lists.
• Soliciting, analyzing, leveling, and negotiating subcontractor and supplier proposals.
• Building and maintaining strong relationships with subcontractors, suppliers, owners, architects, engineers, and other project stakeholders.
• Identifying scope gaps, project risks, schedule concerns, and opportunities before they reach the field.
• Participating in client, architect, consultant, pre-bid, and project planning meetings.
• Supporting subcontractor buyout and final contract negotiations following project award.
• Leading an organized transition from pre-construction into construction, ensuring the Project Management and field teams have a clear understanding of the estimate, scopes, assumptions, exclusions, schedule, risks, and outstanding items.
• Utilizing Procore and other construction technology platforms to maintain accurate project information, documentation, pricing, and communication throughout the pre-construction process.
• Helping develop and improve Baker’s pre-construction processes, standards, tools, and best practices as the company continues to grow.
• Contributing to our collaborative culture through team initiatives, mentorship, and continued professional development.

What We’re Looking For

• Proven experience with a commercial general contractor in pre-construction, estimating, project management, project engineering, or a related role.
• 7–10+ years of commercial construction experience, with strong ground-up experience preferred.
• Strong understanding of commercial construction means, methods, sequencing, scheduling, and project delivery.
• Experience developing conceptual estimates, detailed estimates, bid packages, and final project pricing.
• Strong understanding of subcontractor scopes, bid leveling, scope review, value engineering, and constructability.
• Experience with a variety of contract delivery methods, including Lump Sum, GMP, Design-Build, and Cost Plus.
• Experience across a range of commercial project types such as healthcare, financial, retail, dental, hospitality, industrial, government, and multi-family.
• Familiarity with construction methods such as wood frame, steel, masonry, post-tension, tilt-wall, and pre-engineered metal buildings.
• Proficiency with Procore, Bluebeam, Microsoft Office, and estimating/scheduling tools.
• Strong communication, organization, analytical, negotiation, and relationship-building skills.
• Ability to manage multiple projects, priorities, and deadlines while maintaining a high level of accuracy and attention to detail.
• A self-starter who takes ownership, identifies problems early, and works collaboratively to find solutions.

• A bachelor’s degree in construction management, engineering, or a related field is a plus.
