Summary

Under general direction implements sanitation facility construction projects in rural Alaska. The position involves hands on skills in the operation and maintenance of heavy equipment. Projects are typically completed in a "force account" setting through a cooperative agreement between the ANTHC and the community government.

Responsibilities

Most Power Equipment Operators will begin employment at level I. Advancement to the II level of the position will be based on performance, project operator needs, level of responsibility, and experience, in general accordance with the position guide.

Level I employees perform work under close supervision, may only perform simple or routine aspects or the position, and generally require a good deal of instruction and/or training.

Level II employees perform high level, complex, and responsible tasks within this position and generally work with minimum supervision and follow-up from their supervisor.

Level III employees perform high level, complex, and responsible tasks within this position and work with minimum supervision and follow-up from their supervisor, periodically working independently on projects, overseeing special tasks without supervision.

Construction Duties

Operate a variety of gasoline and diesel powered Heavy and Light equipment to include, but not limited to, various classes of backhoes, bulldozers, excavators, loaders, dump trucks and graders. Light equipment may include ATV/UTV and small utility trailers, pickup, other vehicles of varying configurations.

Operate equipment for the construction of water, sewer and solid waste systems at project sites throughout Alaska at the direction of the project superintendent.

Perform the functions of trenching, excavating, and general earthwork as necessary to construct the project at hand.

Loading, off-loading and movement of materials on-site such as pipe, concrete manholes, container vans and other items that require power equipment to move.

Consistently performs routine equipment inspections and preventative maintenance on equipment and vehicles - Maintain vehicle log, inspection forms, maintenance record. Safety Program adherence and implementation. Assist with other project tasks as assigned.

Community Relations Duties

Observe and comply with all federal, state, and local ordinances, and the ANTHC Standards of Conduct. Work with the project superintendent to promote the ANTHC Division of Sanitation Facilities Construction mission.

Perform other duties as assigned or required.

Minimum Experience Qualification

Power Equipment Operator – Six (6) months to three (3) years’ experience in equipment, knowledge, and general operations. An equivalent combination of relevant education and/or training may be substituted for experience.

Power Equipment Operator II – Three (3) to six (6) years of extensive experience in all forms of equipment operations, utilities infrastructure installation, heavy civil operations. Equipment repair and Maintenance.

Power Equipment Operator III – Six (6) or more years of extensive experience in all forms of equipment operations, utilities infrastructure installation, heavy civil operations. Equipment repair and Maintenance.

Preferred Certification Qualification

Certification from an accredited training facility, or an apprenticeship program in heavy equipment schooling and or operations.

Minimum License Qualification

Power Equipment Operator I – Current Alaska Commercial Driver’s License (CDL) or within 90 days of hire.
