Job summary

FL State Government Agency is seeking a Power BI Developer for a 6-month, on-site contract in Tallahassee, FL. The candidate will design data models, build enterprise-grade Power BI solutions, and implement secure data access per CJIS/HIPAA rules.

Required: 5+ years BI/analytics, 3+ years Power BI, strong DAX/Power Query/SQL skills, and GCC environment experience. US citizens or permanent residents only. Compensation: $78–$80 per hour.

Qualifications

Responsibilities

• Automate refresh schedules, secrets, and CI/CD checks per governance processes.
• Maintain model docs, data dictionaries, and SOPs; contribute to enterprise catalog.

Education:

A bachelor’s degree from an accredited college or university in Computer Science, Information Systems, or other related field is required.

Experience:

• 5+ years of experience in business intelligence or analytics, including 3 years building Power BI solutions at an enterprise scale;
• Expert DAX [Power Bi native language to write calculations] and strong Power Query and M skills syntax, backed by deep tabular modeling experience and Structured Query Language (SQL) proficiency across complex datasets;
• Proven experience implementing Implementing Row-Level Security (RLS) and Object-Level Security (OLS) in Power BI in a highly regulated environment
• Experience with Deployment Pipelines, Azure DevOps, and environment promotion within an M365 GCC (Government Community Cloud) tenant which is a dedicated cloud environment tailored for government agencies.
• Preferred to have hands-on experience with Azure Synapse Analytics workloads, including Power BI integrations, Data Warehousing, Lakehouse architectures, and Synapse integration pathways;

Responsibilities:

• Design star schema tabular models that consume Silver and Gold datasets, defining clear facts, dimensions, hierarchies, and relationships that reflect business rules and formal audit needs;
• Develop performant Data Analysis Expressions (DAX) measures, calculation logic, key performance indicators (KPIs), and reusable measure templates to ensure consistent reporting standards across the enterprise;
• Build user-centric, accessible Power BI reports and dashboards, incorporating advanced features like drill-through, bookmarks, tooltips, and parameterized views tailored for both operational and leadership audiences;
• Implement robust Power Query/M transformations during model preparation while strictly respecting upstream cleansing and data lineage standards defined by the Data Warehouse team; and
• Implement Row Level Security (RLS) and Object Level Security (OLS) aligned to CJIS and HIPAA requirements, agency retention rules, and OIT governance decisions, while thoroughly documenting access matrices and test coverage;
• Administer workspace roles and dataset permissions, ensuring full alignment with the M365 Government Community Cloud (GCC) licensing posture for Power BI Pro and Premium;
• Optimize dataset size, entity relationships, and measure logic by utilizing composite models, aggregations, and Incremental Refresh where appropriate to strictly meet agreed-upon service levels;
• Use Power BI Deployment Pipelines and Azure DevOps for versioning, environment promotion Development and Production (DEV/PROD), approvals, and rollback strategies; and
• Automate refresh schedules, key vault secrets, service principals, and Continuous Integration and Continuous Delivery (CI/CD) checks consistent with OIT change and incident management processes.
• Maintain model documentation, DAX catalogs, data dictionaries, lineage notes, RLS and OLS matrices, refresh schedules, and standard operating procedures (SOPs);
• Contribute to the enterprise data catalog in Microsoft Purview and to SharePoint knowledge bases with versioned artifacts
