The University of California Institute on Global Conflict and Cooperation (IGCC) invites applications for up to six postdoctoral scholar positions in Technology and International Security for 2027–29. The fellowship is offered in partnership with the UC Office of the President, the Center for Global Security Research (CGSR) at Lawrence Livermore National Laboratory, and the Center for National Security and International Studies (CNSIS) at Los Alamos National Laboratory.
Fellows pursue independent research on how technological change shapes international security, conflict, and cooperation. We welcome applicants from the social sciences, humanities, engineering, computer science, physical and natural sciences, and other relevant fields. Both technical and nontechnical approaches are welcome, with a shared focus on the strategic and policy implications of technology.
Research areas may include nuclear technology, artificial intelligence, autonomous systems, cyber technology, space and remote sensing, hypersonics, advanced manufacturing, and other technologies with implications for international security.
Based at the University of California Washington Center in Washington, D.C., on Think Tank Row, the fellowship offers:
Dedicated research time to advance an independent scholarly agenda and complete a significant publication.
An interdisciplinary cohort, with weekly research workshops, seminars, and engagement with scholars and policymakers.
Sustained engagement with Lawrence Livermore and Los Alamos National Laboratories, including laboratory visits and opportunities to present research.
An annual salary of $71,491–$76,000, plus benefits and a research/travel budget.
Appointments are normally for 24 months across the 2027–28 and 2028–29 academic years, contingent on funding. Applicants available for a 12-month appointment in 2027–28 are also encouraged to apply. Fellows must be in residence in Washington, D.C. Candidates completing their Ph.D. by September 1, 2027 are welcome to apply; the degree must be awarded by the appointment start date.
