Job summary

ICI Services in Washington, DC is seeking a Marine Engineer with DoD/DoN program management experience to support NAVSEA ship design and construction efforts. Responsibilities

• As a Marine Engineer, support design and construction of ships and shipboard equipment.

• Contribute to concept studies, feasibility studies, and preliminary design activities.
• Participate in contract design, detail design, construction, and design reviews.
• Support in-service ship design and engineering to ensure efficiency and readiness.
• Assist with shipboard equipment installations and ongoing support.
• Conduct studies to improve performance and functionality.
• Collaborate on CLF, FMS assets, and related programs; work with cross-functional teams.
• Perform analyses and simulations of structural integrity and performance.
• Contribute to DoD/DoN procedures compliance and MSC policies.
• Apply MSC procedures to enhance project delivery; evaluate shipbuilding processes.
• Support PDT&T in design, construction, testing and delivery of ships and landing craft.
• Prepare PDT&T situation reports and briefs for management.

The ideal Candidate will have experience with commercial shipbuilding programs such as the American Bureau shipping Standards, Military Sealift command shipbuilding programs, or US Coast Guard Ship building programs. Experience in in-service design on US Navy, or Coast Guard ships is preferred. The ideal candidate would hold a degree in Naval Architecture, Marine, Mechanical or Design engineering or related field. A remote/hybrid work schedule can be accommodated with the approval from our Navy Customer.

Position/Job Description:

• As a Marine Engineer, you will support various engineering and technical activities throughout the design and construction processes of ships, boats, craft, and shipboard equipment.
• Provide naval architecture, marine engineering, and electrical engineering support for different ship systems, including Hull, Mechanical & Electrical (HM&E), Command, Control, Communications, Computers & Intelligence (C4I), and mission equipment.

Additional Duties:

• Offer engineering/technical expertise for a range of shipbuilding projects, including concept studies, feasibility studies, and preliminary design activities.
• Participate in contract design activities, detail design and construction activities, and conduct independent design reviews.
• Provide support for in-service ship design and engineering activities, ensuring the ships' continued efficiency, safety, and mission readiness.
• Offer technical assistance during shipboard equipment installations and provide ongoing support as needed.
• Conduct special studies related to ships, boats, craft, and shipboard equipment, with a focus on improving performance and functionality.
• Collaborate on projects involving Combat Logistics Force (CLF), Special Mission Ships, and Foreign Military Sales (FMS) assets, among others.
• Collaborate with cross-functional teams to integrate and optimize Hull, Mechanical & Electrical (HM&E) systems, Command, Control, Communications, Computers & Intelligence (C4I) systems, and mission equipment.
• Perform detailed analysis and simulations to assess the structural integrity and performance of ship components and systems.
• Contribute to the development and implementation of DoD/DoN procedures and policies (DoDI 5000 process) in compliance with industry regulations.
• Apply your expertise in Military Sealift Command procedures and processes to enhance project execution and delivery efficiency.
• Take part in the evaluation and improvement of shipbuilding processes, ensuring adherence to quality standards and cost-effectiveness.
• You will be part of a team evaluating and managing the design, construction, testing, and delivery of ships and landing craft to the fleet and sustaining existing fleet assets
• Prepare daily/weekly PDT&T situation reports/briefs and deliver to the PDT&T Manager
• Participate with government, civilian and military subject matter experts (SMEs) to define, develop, and perform Systems Engineering tasks in support of PDT&T.

Experience Requirements:

• A minimum of 5-7 years of experience in DoD/DoN program management, Government technical management, or Industry business management.
• Served on a Military Sealift Command Ship providing engineering support.
• Familiarity with DoD/DoN procedures and Policies (DoD 5000 process); Military Sealift Command procedures and processes; Supervisory experience; experience communicating with SES/Flag level personnel; ship building experience desired.
• Experience in Commercial Ship Building programs, Military Sealift Command Shipbuilding programs, or Coast Guard ship building programs is preferred.

Educational & Certification Requirements:

• Bachelor’s degree in Naval Architecture, Marine, Mechanical or Design Engineering or related field.

OR

• Eight (8) years of relevant professional experience in Naval shipyard construction, DoW/DoN acquisition or program management, shipboard engineering operations, or technical leadership roles.
• Engineer-in-Training (EIT) certification or successful completion of the Fundamentals of Engineering (FE) Exam. Preferred
• Professional Engineer License in Mechanical, Electrical or Naval Architecture and Marine Engineering. Preferred.
• USCG Unlimited Engineering License Required.
• Membership to Society of Naval Architects and Marine Engineers (SNAME) or American Society of Naval Engineer (ASNE) is preferred.
