Envisioneering, Inc. is seeking a Position, Navigation, and Timing (PNT) Specialist to support the Office of Naval Research (ONR) and its Science and Technology portfolio.

The role requires experience in technology development, evaluation, systems engineering, and integration to advance Naval priorities in C5ISRT domains. The candidate will help ONR Program Officers develop technology programs and roadmaps, monitor S&T efforts across academia, government labs, and industry, and prepare papers

Job Description

Envisioneering, Inc. is seeking a Position, Navigation, and Timing (PNT) Specialist to support the Office of Naval Research (ONR) and its ongoing Science and Technology portfolio. The individual should have experience in technology development, technology evaluation, systems engineering and integration, and system optimization to address emergent Naval priorities as well as technical and operational expertise to assist ONR Program Officers in developing, managing, and executing portfolios that address priority Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) Science and Technology (S&T) requirements.

DUTIES/RESPONSIBILITIES:

• Assist ONR Program Officers in developing technology programs and roadmaps to address capability gaps and “plan, foster, and encourage scientific research in recognition of its paramount importance as related to the maintenance of future naval power, and the preservation of national security.”
• Monitor and evaluate S&T efforts being funded in academia, government laboratories/warfare centers, and industry.
• Develop papers and presentations for a wide range of audiences from deckplate sailors to Congressional staff and Senior Executives that describe the S&T portfolio and specific projects within the portfolio.
• Present briefings in support of ONR Program Officers as needed.
• Work with ONR contractors to develop Statements of Work and requirements for potential S&T contracts.
• Staff documents and briefings with appropriate Resource Sponsors and Acquisition Offices to gain program support and signatures as required.

MINIMUM SKILLS/QUALIFICATIONS:

• Current TOP SECRET Clearance and eligibility for access to Sensitive Compartmented Information (SCI) or the ability to obtain a TOP SECRET Clearance and eligibility for access to SCI.
• Recent experience in developing PNT technologies involving inertial navigation solutions, inertial measurement technology, precision time sources, time transfer, global positioning systems, RF and non-RF positioning, accelerometers and gyros, atomic clocks, quantum devices, interferometry precision, optical comb filters, electro-magnetic propagation, gravimetry, electro-magnetic scattering, and other phenomenology as applied to state-of-the-art navigation solutions.
• Demonstrated expertise in the science of navigation and timing in a way that will allow him/her to contribute to both GPS and non-GPS approaches to warfighting.
• Experience in evaluation and identification of technical solutions, development of concepts of operation and doctrine, maturing material solutions, and conducting experimentation.
• Recent experience in coordinating S&T development efforts with program schedules, performing technology assessments, and/or maintaining technology deployment/transition agreements.
• Expertise in assessing current requirements to assist in identifying technology development opportunities to address capability gaps and developing technology roadmaps for the transition of S&T programs.

ADDITIONAL DESIRED SKILLS/QUALIFICATIONS:

• Experience with the transition of Naval R&D to the operational military.
• Experience in developing, coordinating, and supporting Naval PNT programs.

EDUCATION:

Doctor of Philosophy (PhD) from an accredited college or university in mathematics, engineering, physics, or related sciences plus 15 years of relevant work experience, or a Master's degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 20 years of relevant work experience, or a Bachelor's degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 25 years of relevant work experience.

SALARY RANGE:

$175,000.00 - $215,000.00
