Brief Job Description

Under the direct supervision of the Director of the Provider Finance Department, the Manager of Critical Projects (Portfolio Project Manager I) manages multiple concurrent projects that vary in size, scope, and complexity that affect the department. This role includes the management and oversight of staff and establishing short-, mid-, and long-term goals and objectives.

This position is responsible for developing policies and procedures, schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; and supporting legislative inquiries and analyses. This position works under limited supervision, with considerable and/or extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):
  • Initiates and manages multiple on-going projects, meets research and data analysis needs, and obtains authorization and commitment. (25%)
  • Interacts with senior managers, executives, and major stakeholders to establish strategic plans and objectives for the department and consults on issues related to project development and management (25%)
  • Supervises, analyzes, and evaluates the impact of legislation, regulations, and policies affecting the Provider Finance Department. (25%)
  • Creates procedures to capture and address changes within the department. Includes addressing questions and concerns as they arise for clarity across teams. (15%)
  • Testifies before legislative and interested stakeholders groups on project status and performance. (5%)
  • Performs related work as assigned. (5%)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Knowledge, Skills and Abilities (KSAs):
  • Knowledge of financial analysis, examination, and management.
  • Knowledge of legislative appropriations process and ability to interpret state and federal regulations.
  • Knowledge of the State of Texas legislative processes and procedures.
  • Knowledge of health and human services programs and procurement processes.
  • Skill in project management monitoring, in addressing changes in scope and budget, and in the use of a computer and applicable software, such as: MS Word, Excel, PowerPoint, Access, Outlook, and Visio.
  • Ability to manage large department wide projects and activities and communicate to large groups.
  • Ability to establish project portfolio goals and objectives for department-wide and specific projects.
  • Ability to exercise sound judgment in making critical decisions and ability to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills.
  • Ability to identify project risks and gaps, to prepare reports, to communicate effectively, and to supervise the work of others.
Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
  • Four-year degree from an accredited college or university is required. Major course work in business, public policy, health administration or closely related subject matter is preferred.
  • A minimum of three years of experience managing projects.
  • A minimum of three years of experience managing staff.
  • Experience with the Texas Legislative process is preferred.
  • Experience with stakeholder relations is preferred.
Additional Information:

This position is required to work in office two days a week at the North Austin Complex.
