Are you a strategic team leader with excellent communication abilities? As our new IT Portfolio Manager, you will be the authority for an assigned service portfolio, offering your expert opinion on project portfolio process, progress, risks, and challenges. You will develop implementation plans, analyze portfolio performance, and recommend changes to achieve goals and proactively identify opportunities for improvement, all in support of OIT's strategic plan.
Some of your important job duties will include:
Managing relationships across OIT, customers, and vendors to develop a thorough understanding of core business functions.
Representing the Enterprise PMO to agency leaders, explaining and advocating for EPMO processes.
Providing leadership for your team, mentoring them on tasks and helping them remove barriers inhibiting progress.
Leading project intake efforts for assigned portfolios.
Understanding the project portfolio and its associated progress, risks, and challenges.
Analyzing key trends and issues from complex detailed information.
Budgeting and resource management.
Ensuring processes, projects and service requests are executed as designed.
A minimum of eight (8) years experience that includes a combination of IT and/or IT project management for large, complex projects and/or project portfolio management, and demonstrated strong relationship building and management skills, negotiation, collaboration, communication, and organizational skills.
Experience must also include:
Using a variety of development methodologies and/or a technical discipline
Understanding an organization's enterprise solutions and offerings.
Project/program/portfolio resource planning, reporting, prioritization and budgeting.
Leading projects and programs within and outside IT and with external providers.
Experience as the principal team leader representing your organization to customer sponsors.
Understanding of IT service and project management, including metrics and tracking.
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
Relevant IT certifications (e.g., PMP, Scrum, ITIL, ADKAR, Lean, Six Sigma, etc.).
Working comfortably in situations of ambiguity
Knowledge of software development methodologies, system implementation and integration and/or a technical discipline.
Effective working in a matrix organization.
Ability to manage multiple projects with geographically dispersed teams simultaneously.
Public sector experience.
OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
