Job summary

Leidos is seeking a Portfolio Manager in Ashburn, VA to lead contractor staff supporting CBP's PSPD. Qualifications

• Bachelor's Degree in Engineering/Computer Science/Information Technology with 15 years of experience.
• 10 years leading a project/program with 100+ engineers across multiple agile teams.
• 10 years of personnel leadership including hiring and HR coordination.
• 7 years in a DevSecOps environment with CI/CD for quality and security.
• 5+ years leading O&M in cloud environments and migrating to cloud services.
• Ability to obtain CBP Background Investigation and US citizenship.
• Experience integrating Generative AI into software development lifecycle.
• Experience aligning agile with AI to deliver solutions.
• Experience converting roadmap content into quarterly Program Increments.

Description

The Airports, Borders & Security Business Area within Leidos is seeking a Portfolio Manager to provide technical and personnel leadership for contractor staff supporting Custom and Border Protection's Passenger Systems Program Directorate (PSPD). The selected individual will be accountable and responsible for:

• The modernization, enhancement, operation, and maintenance of ~20 applications and systems that are critical to the execution of CBP's mission.


• Collaboration with their government counterparts (Division Manager & Branch Chiefs) and architecture to establish a technical and mission based roadmap of capabilities that deliver new features to CBP while modernizing and ensuring the resiliency of the applications within their portfolio.


• Successful on-time delivery of capabilities detailed in the roadmap.


• Coordinating with stakeholders and portfolio staff to identify and implement innovations and opportunities that leverage cloud services, AI/ML, and agile best practices to deliver capabilities at the speed of mission while ensuring no impact to on-going operations.


• Ensuring personnel comply with program and Leidos processes, policies and procedures.

Basic Qualifications

• Bachelor's Degree in Engineering/Computer Science/Information Technology with 15 years of experience


• 10 years of experience leading a project/program of 100+ software and systems engineers spread across multiple agile software development teams that provide operations & maintenance and enhancement of ~20 mission critical systems.


• 10 years of personnel leadership to include activities such as hiring and managing personnel actions in collaboration with Human Resources.


• 7 years of experience working in a DevSecOps environment to include working with SW teams to incorporate CI/CD to improve SW quality, reduce security vulnerabilities, and ensure regular build cadence.


• At least 5-years of experience leading software teams performing O&M of applications & associated databases residing in a cloud-based environment in addition to leading application teams to implement cloud based services provided by cloud providers (e.g., AWS, Google) to improve application resiliency and reduce operations and maintenance cost.


• Must be able to maintain and obtain a CBP Background Investigation prior to start


• Must be a US citizen


• Proven experience working with SW development teams to integrate cutting-edge Generative AI into the software development lifecycle to increase productivity while ensuring the quality of delivered capabilities.


• Proven experience working side-by-side with software engineers and systems engineers integrating agile best practices with AI to quickly develop software solutions for stakeholders.


• Proven experience working with stakeholders to establish and maintain long-term roadmap of capabilities with ability to deliver on the capabilities detailed on the roadmap on schedule. Ability to work with stakeholders and application teams to convert roadmap content into quarterly Program Increments.

Preferred Qualifications

• Recent experience within the past 10 years performing Java SW development in a cloud-hosted environment.


• Experience delivering SW projects that support the CBP or DHS mission.


• Demonstrated experience with NIST SP 800 series or ISO 27000 series documents for information security management and risk assessment


• Demonstrated experience standing up Data Warehouses and various ETL/data integration technologies


• Demonstrated experience applying AI and/or data analytic tools (e.g., PowerBI, Python, Excel, etc.) to analyze and improve business performance/outcomes


• PMP certification & Certified Scrum Master


• Active Full CBP BI

Pay Range $154,050.00 - $278,475.00
