NYC311 Portal Developer (Programmer 3)

Location: Hybrid – New York, NY (3 days onsite / 2 days remote)

Duration: 12 Months (05/01/2026 – 04/29/2027)

Hours: 40 hours/week

Rate: Up to $85 to $90/hr

Job Overview

The NYC Office of Technology and Innovation is seeking an experienced NYC311 Portal Developer to support the enhancement, maintenance, and development of the City’s Customer Service Management System (CSMS). This role focuses on building scalable, secure, and high-performing web solutions for the NYC311 Portal using Microsoft technologies.

The ideal candidate will have strong expertise in Microsoft Power Pages, Dynamics 365, and modern frontend frameworks such as Vue.js.

Key Responsibilities

• Design, develop, and configure solutions using Microsoft Power Pages
• Build and customize web pages, templates, and dynamic content
• Utilize Liquid templates and jQuery for advanced customization
• Develop responsive, component-based user interfaces
• Integrate and consume RESTful APIs
• Collaborate with stakeholders to gather requirements and translate into technical solutions
• Troubleshoot and resolve technical issues
• Ensure best practices in security, performance, and scalability
• Provide technical guidance to team members when needed

Required Qualifications

• 8+ years of experience in enterprise application development
• 3–6 years of experience with Microsoft Dynamics CRM / 365
• Strong experience with:
  • Microsoft Power Pages
  • C#, .NET
  • JavaScript (ES6+), HTML5, CSS3
  • Vue.js (Vue 2 or 3)
• Hands‑on experience with:
  • Liquid templates
  • jQuery
  • Git version control
• Experience building responsive UI and working with REST APIs
• Familiarity with:
  • Vue ecosystem (Vuex/Pinia, Vue Router, Vite/Webpack)
• Strong communication and collaboration skills

Preferred Qualifications

• Experience with Power Platform (Power Apps, Power Automate, Dataverse)
• Knowledge of Azure services
• Understanding of web application security best practices
• Experience working in Agile/DevOps environments
• Strong analytical and problem-solving skills
• Background check may be required
• Must be able to work effectively in a collaborative team environment

Compensation: $85.00 per hour
