Job description

FWI is building a team to develop and monitor Veterans' Employment and Training Service (VETS) program's performance outputs and policy support services, to include updating current policies, initiating new policies to support national, state, and local veterans’ offices, or examining federal policies affecting execution of veterans’ programs and changing policies to include latest Congressional and Executive Order decisions. As a Workforce Policy SME you will be a part of a team that is responsible for evaluating and analyzing program performance data, research and development of program policy and processes, and review and update of policy implementation in regional and field offices.

**This is a part time remote position; however the customer may ask for an occasional office visit.**

  • The Policy/Research Analyst would possess a strong understanding of the following areas
    • Program development and design Understanding how to identify workforce needs, develop program goals and objectives, and design curriculum and training materials
    • Needs assessment Conducting assessments to identify the needs of target populations and employers and using this information to inform program design
    • Funding and resource management Developing and managing program budgets, securing funding, and managing resources effectively
    • Performance measurement and evaluation Developing and implementing strategies for measuring program performance and evaluating program effectiveness
    • Program implementation and management Overseeing the day-to-day operations of employment and training programs
    • Partnerships and collaboration Building relationships with employers, community organizations, and other stakeholders to support program success
    • Policy and advocacy Understanding the policy landscape related to employment and training, and advocating for policies that support program goals
    • Unique challenges faced by veterans in the labor market Understanding the barriers that veterans face in finding and retaining employment, such as military service-related skills mismatch, lack of civilian work experience, and mental health challenges
    • Federal and state legislation and regulations related to employment, specifically veterans employment Understanding and applying relevant laws, regulations, agencies, and programs, such as the Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser Act, the Employment and Training Administration (ETA), the Veterans’ Employment and Training Service (VETS), the Homeless Veterans’ Reintegration Program (HVRP), the Job for Veterans State Grants program (JVSG), and the Uniformed Services Employment and Reemployment Rights Act (USERRA)
    • Best practices for serving veterans in employment and training programs Understanding the specific needs of veterans and tailoring program services to meet those needs
    • Employment and training resources Knowing about and connecting veterans with resources such as the VA, state labor departments, and veteran service organizations
    • Collaborating with stakeholders to support veterans’ employment Working with employers, community organizations, and other stakeholders to create a supportive environment for veterans seeking employment
    • Ability to undergo and successfully pass a minimum background investigation (MBI) or a background investigation (BI) conducted through the U.S. Department of Labor
    • A minimum of six (6) years of experience in strategic planning in support of employment and training programs
    • A minimum of a master’s degree in a relevant field, such as public administration, economics, or social work
