Job summary

Analytica is seeking a Medicare Payment System Policy Analyst to provide rulemaking and policy support for IPF PPS and PHP-IOP under OPPS. This role will conduct policy research, draft regulatory materials, and develop deliverables informing Medicare payment policy.

The ideal candidate has experience with Medicare regulations, federal healthcare policy, and regulatory writing, and will collaborate with CMS staff and internal stakeholders to advance proposed and final rules.

Qualifications

  • Bachelor's degree in Public Health, Healthcare Administration, Public Policy, Social Work, Business, Healthcare, or a related field.
  • Minimum of 3 years of experience in healthcare policy analysis, regulatory writing, or government consulting.
  • Experience supporting state or federal government agencies, preferably CMS or Medicare-related programs.
  • Working knowledge of Medicare payment systems, Medicare regulations, and federal rulemaking processes.
  • Strong analytical and research skills, including evaluating policy, regulatory, and statutory requirements.
  • Exceptional written and verbal communication skills, with experience drafting and editing regulatory and policy documents.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.

Responsibilities

  • Identify and document policy changes required for program implementation.
  • Draft revisions to Medicare manuals and program guidance documents.

Analytica is seeking a Medicare Payment System Policy Analyst to provide rulemaking and policy support for the Inpatient Psychiatric Facilities Prospective Payment System (IPF PPS) and Partial Hospitalization and Intensive Outpatient Programs (PHP-IOP) under the Outpatient Prospective Payment System (OPPS). This role will support CMS rulemaking activities by conducting policy research and analysis, drafting regulatory materials, and developing high-quality deliverables that inform Medicare payment policy.

The ideal candidate will have experience with Medicare regulations, federal healthcare policy, and regulatory writing. This individual will work closely with CMS staff and internal stakeholders to support the development and implementation of proposed and final rules.

Key Responsibilities
Rulemaking Support

  • Previous experience supporting CMS rulemaking activities.
  • Familiarity with Medicare payment systems, particularly IPF PPS and OPPS.
  • Experience developing policy briefs, regulatory guidance, and executive-level presentations.
  • Knowledge of federal healthcare reimbursement methodologies and payment policy development.
