Qualifications

  • 12+ years leading large-scale federal technology, data, analytics, cloud, or platform modernization programs.
  • 7+ years in Product Management leadership roles (PM, Director, Owner).
  • Proven experience with enterprise data, analytics, AI, cloud, or digital platform products.
  • Experience in Agile and SAFe delivery environments.
  • History supporting executive stakeholders and complex governance structures.
  • Ability to translate objectives into prioritized roadmaps and measurable outcomes.
  • Experience leading cross-functional teams across engineering, data, analytics, architecture, and operations.

Analytica is seeking an experienced Principal Product Lead to shepherd the operation, modernization, and continuous evolution of a key CMS data platform that serves the enterprise ecosystem for data, analytics, interoperability, artificial intelligence, and data sharing. This strategic leadership role is responsible for driving product vision, roadmap execution, stakeholder alignment, and measurable business outcomes across the program.

The Principal Product Lead will function as a business-driven enterprise platform that delivers trusted data, self-service analytics, public reporting capabilities, APIs, enterprise data sharing, metadata maturity, and responsible AI adoption.

This individual will serve as the primary liaison between business stakeholders, executive leadership, and technical delivery teams while guiding platform investments and ensuring alignment with CMS strategic priorities.

Key Responsibilities
  • Own and execute theproduct vision, strategy, and multi-year roadmap.
  • Lead intake, prioritization, governance, and investment decisions for platform enhancements, new capabilities, and modernization initiatives.
  • Align product priorities across CMSdivisions, teams, data owners, and executive stakeholders.
  • Define and measure product success through key performance indicators, adoption metrics, business outcomes, and value realization.
  • Coordinate and sequence work across engineering, architecture, data management, analytics, AI, interoperability, and operations teams.
  • Facilitate product decision-making and drive alignment among diverse stakeholder groups.
  • Promote adoption of trusted data products, APIs, self-service analytics, and AI-driven capabilities.
  • Lead Program Increment (PI) planning and priority setting in partnership with Agile, Product, Data, Engineering, and Architecture leadership.
  • Establish product governance frameworks and performance measures aligned with CMS strategic objectives.
  • Translate business needs into actionable product roadmaps, requirements, and delivery plans.
  • Serve as the primary product advocate and liaison between technical teams and business stakeholders.
  • Drive continuous improvement efforts that enhance platform usability, accessibility, scalability, and business value.
  • Support responsible AI adoption, data governance, and enterprise interoperability initiatives.
Education
  • Bachelor's degree in Information Systems, Computer Science, Data Analytics, Engineering, Public Health, Business Administration, or a related field.
  • Master's degree preferred.
Required Experience
  • 12+ years of experience leading large-scale federal technology, data, analytics, cloud, or platform modernization programs.
  • 7+ years of experience serving in Product Management leadership roles, including Product Manager, Product Director, Product Owner, or equivalent.
  • Proven experience managing enterprise data, analytics, AI, cloud, or digital platform products.
  • Experience working within Agile and SAFe delivery environments.
  • Demonstrated success supporting executive stakeholders and complex multi-organizational governance structures.
  • Experience translating business objectives into prioritized product roadmaps and measurable outcomes.
  • Experience leading cross-functional teams across engineering, data, analytics, architecture, and operations disciplines.
  • Strong stakeholder management, facilitation, strategic planning, and communication skills.
Preferred Qualifications
  • Experience supportingMedicaid other federal healthcare data initiatives.
  • Experience with enterprise analytics platforms, Databricks ecosystems, or large-scale data product environments.
  • Experience with self-service analytics, metadata governance, data cataloging, or data product management.
