Job description

Join to apply for the Policy Analyst role at NYC Department of Social Services.

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed at moving the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for employees, visitors, volunteers, and people in custody. Safe jails enable DOC to provide individuals with tools and opportunities for successful re-entry into communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and experts.

The NYC Department of Correction seeks a Policy Analyst for the Policy and Procedures Unit (PPU) within the Strategic Initiatives Division. PPU manages the development, revision, and promulgation of directives and procedures, supporting operational goals, reform, and modernization of policies and documents. The role involves clear writing, thorough research, critical analysis, and thoughtful recommendations. Candidates should have strong attention to detail, independent work habits, and sound judgment, with the ability to collaborate effectively in a fast-paced environment.

The responsibilities include:

  1. Drafting and revising directives, procedures, and internal documents for final review and promulgation.
  2. Researching laws, regulations, standards, and best practices to inform policy development and ensure alignment with priorities.
  3. Identifying inconsistencies, outdated guidance, or risks within existing policies and proposing revisions.
  4. Coordinating policy reviews with stakeholders, managing feedback, and tracking revisions.
  5. Preparing memoranda, updates, presentations, and talking points for leadership and stakeholders.
  6. Responding to requests for policy materials and serving as a point of contact for departmental procedures.
  7. Auditing policies for accuracy, effectiveness, and compliance; supporting audits and maintaining documentation.
  8. Developing expertise in jail operations, correctional practices, and reform trends.
  9. Contributing to projects, modernization initiatives, and document management improvements.

Preferred skills include excellent writing, research, and analytical abilities; independent work and deadline management; experience in institutional process improvement; strong communication skills; problem-solving; knowledge of criminal justice reform; proficiency in Microsoft Office; and handling sensitive information professionally.

Minimum qualifications:

  • Baccalaureate degree and two years of community-related experience, or
  • High school diploma and six years of relevant experience, or
  • Equivalent education/experience with at least one year of relevant experience.
