Job summary

City of Mounds View is seeking a police officer to maintain public safety, enforce laws, and protect life and property within a specified period. The role includes responding to incidents, conducting investigations, and providing testimony in court.

Qualifications

Responsibilities

  • Perform community patrols: operate a patrol vehicle, enforce parking and traffic laws and city code, respond to disturbances.
  • Enforce criminal and traffic laws; issue citations; assist motorists in distress.
  • Make arrests when necessary and transport suspects to jail.
  • Provide first response medical treatment at injury scenes.
  • Investigate crime and accidents: gather/process/store evidence; interview suspects; take statements.
  • Provide testimony in court.
  • Coordinate with shifts and other law enforcement agencies.
  • Prepare and maintain records and reports.

Job description

Nature of Work

This position is responsible during a specified period of time, for the maintenance of order, enforcement of laws, and protection of life and property. This position also assists in the investigation of criminal offenses, accidents, and other police-related problems.

Internally – All staff, City Council

Externally – General public, County staff

Supervision

None.

Essential Work Functions
  • Performs community patrol: Operates a patrol vehicle; observes and enforces violations of parking and traffic laws and city code violations; responds to reports of suspicious activities or persons and disturbances of law and order; responds to radio dispatches; conducts security checks on businesses, schools and other buildings; and answers calls, questions and complaints.
  • Enforces criminal and traffic laws; issues citations for traffic violations; assists motorists in distress.
  • Arrests offenders, utilizing reasonable force if necessary; and transports suspects to the jail.
  • Provides first response medical treatment at injury scenes.
  • Investigates crime and accident scenes: gathers, processes and stores evidence; interviews suspects; takes victim and witness statements.
  • Provides testimony in court.
  • Serves as mental health first responder, mediator, and ensures continuity of care through the mental health system.
  • Ensures vehicle and equipment are in proper working order.
  • Assists in and attends ongoing training in procedures, tactics, weapons, computer systems, and related subjects.
  • Coordinates with other shifts and law enforcement agencies.
  • Prepares and maintains a variety of records and reports.

Minimum Qualifications of Education and Experience
  • Two (2) year community college degree or vocational school training in police sciences, law enforcement, criminal justice, public administration, or related field.
  • Completion of the basic law enforcement training academy or equivalent.
Desirable Qualifications of Education and Experience
  • Bachelor's degree in police science, law enforcement, criminal justice, public administration, or related field.
  • One (1) year experience in law enforcement, either as a sworn, non-sworn, or volunteer position.
  • Fluent in a second language.
Knowledge, Skills, and Abilities Required
  • Valid MN Driver's license.
  • Peace Officers Standards and Training License or Basic Law Enforcement Training certification.
  • Must meet all state-mandated and employer-required certifications, medical, psychological, and other requirements.
  • Knowledge of:
    1. Law enforcement weapons and equipment.
    2. Safety principles and practices.
    3. Defensive techniques.
    4. Physical apprehension, handcuffing, and restraining techniques.
    5. Geography of the City.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Orientation towards community policing programs and principles.
  • Ability to work independently as well as within a team.
  • Ability to adapt to changes in tasks and responsibilities.
  • Ability to establish and maintain effective working relationships with others.
