SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from higher level law enforcement staff.
May provide lead supervision to less experienced personnel.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential responsibilities and duties may include, but are not limited to, the following:
Essential Functions
- Patrol a designated area of the City to preserve law and order, discover and prevent the commission of crimes and enforce traffic and other laws and ordinances; maintain awareness of and remain alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; issue warnings and citations.
- Respond to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving crime victims, traffic hazards, automobile accidents, stray animal reports, misdemeanors and felony incidents, domestic disturbances, property control, civil complaints, and related incidents.
- Conduct investigations at scenes of incidents to which summoned or incidents observed; determine what, if any crime has been committed; identify, collect, preserve, process, photograph and book evidence; locate and interview victims and witnesses; identify and interrogate suspects.
- Search suspects, vehicles, residences and buildings for evidence, contra band and lost or missing people.
- Serve search and arrest warrants; make arrests for crimes committed under federal, state and local laws and codes; control and mitigate people under the influence of drugs or alcohol.
- Perform booking procedures for new prisoners; transport prisoners to county jail as requested by court order.
- Process and store evidence and property found at various crime scenes; maintain records and enter data into computer.
- Serve as liaison and public relations officer for the assigned area; establish and preserve good relationships with the general public; may develop reliable informants and provide intelligence information to divisional and/or departmental personnel.
- Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses; may respond to requests for assistance from agencies outside the City for mutual aid in the suppression of civil disturbances, apprehension of criminals, or other related requests.
- Prepare a variety of reports including those on activities, operations, arrests made, and unusual incidents observed; prepare investigative reports and case information.
- Testify in juvenile and civil courts and DMV hearings; prepare and process court reports.
- Respond to questions, concerns, and requests for service from the general public; answer questions from the public concerning local and state laws, procedures, and activities of the department; provide information as appropriate and resolve complaints.
- Direct and control traffic, crowds, bicyclists, skateboarders and parade congestion during special events or other emergency situations.
- Perform related duties as required.
When Assigned to Investigations:
- Participate in various criminal and crime scene investigations; collect and analyze data; interview witnesses, suspects and victims; prepare reports; conduct follow up investigations as needed.
- Identify, collect, preserve, process, photograph and book evidence.
- Review and submit investigation complaints and reports for the District Attorney; ensure appropriate handling of cases.
- Provide assistance to patrol officers; prepare photo line ups and study criminal modus operandis.
When Assigned to Task Forces:
- Investigate the use, possession and/or sale of narcotics; search people and/or vehicles suspected to be in possession of narcotics.
- Assist other agencies in narcotics investigations; exchange investigation information between detectives.
- Monitor and curtail the activity of gangs within assigned area; collect gang related information; provide information to the public regarding gang related activities.
When Assigned to Youth Development:
- Serve as youth development officer; investigate juvenile related crimes; enforce educational penal codes.
- Counsel students regarding criminal behavior; provide legal resources and counsel for school administration and employees.
- Attend and patrol various school events.
- Implement procedures to develop and ensure a secure campus environment.
When Assigned to Field Training Officer:
- Perform field training officer duties; train subordinate staff in various aspects, policies and procedures of law enforcement.
- Provide counseling to officers in training regarding performance; recommend improvements for the execution of assigned law enforcement duties.
- Evaluate officers in training performance; prepare written and verbal reports.
Marginal Functions:
- Provide emergency first aid to victims at emergency scene until medical personnel arrive.

Experience And Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience
Some law enforcement experience desirable.
Training
Equivalent to the completion of the twelfth grade supplemented by course work in law enforcement, police science, criminal justice or a related field.
License or Certificate
Possession of, or ability to obtain, an appropriate, valid driver's license.
Possession of, or ability to obtain a valid P.O.S.T. Basic Police Academy Certification by time of appointment.
WORKING CONDITIONS
Environmental Conditions
Reactive emergency, natural or man-made disaster, and routine peace keeping environments with travel from site to site; the employee is regularly exposed to outside weather conditions; occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; exposed to potentially hostile environments; extensive public contact; the noise level in the work environment is usually moderate; however, the noise level is occasionally very loud due to sirens, firearm training, etc.; incumbents required to work various shifts, including evenings and weekends, and may be required to travel outside City boundaries to attend meetings.
Physical Conditions
Primary functions require sufficient physical ability to work in a law enforcement setting; an office setting; restrain or subdue individuals; walk, stand, sit, or run for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; operate office equipment including use of computer keyboard; requires a sense of touch, finger dexterity, and gripping with hands and fingers; ability to speak and hear to exchange information; ability to operate a vehicle to travel to various locations; ability to operate and use specialized law enforcement tools and equipment including guns and handcuffs.

SELECTION PROCESS: The qualifications of each applicant, as set forth in the application, will be continuously reviewed by Human Resources. Lemoore is a growing community with approximately 25,000 residents and is located in the heart of the San Joaquin Valley, equidistant between San Francisco and Los Angeles. Home to Lemoore Naval Air Station, which is the Navy's newest, largest, and only west coast master jet base, serves as a home for all Navy F/A-18 Hornet and Super Hornet aircraft and the brand new F-35C squadron on the west coast. The base supports the U.S. Pacific Fleet.
Lemoore prides itself on its safe, friendly, small-town environment, active volunteerism, numerous community events, a volunteer fire department, and high-quality education. Lemoore is also home to West Hills College at Lemoore.
Yosemite, Sequoia and Kings Canyon National Parks, as well as the scenic Central Coast, are all within a two-hour drive.
Employee Benefits
Public Employees' Retirement System: The City provides the PERS retirement program, 2% at 50 for Classic Members and 2% at 57 for New Members.
Holidays: Twelve (12) specific holidays, plus forty-eight (48) hours of floating holidays.
Vacation: Vacation leave starts at 11 days annually, increasing to 19 days based on time in service. Safety employees have the option to use the paid holiday or alternate day if scheduled on a holiday. Or get paid in lieu of the holiday.
Sick Leave: Sick leave accrual of 12 days per year with unlimited accumulation. At retirement, unused sick leave may be applied toward retirement.
Medical, Dental, Vision: The city provides health insurance through Public Agency Coalition Enterprise (PACE). The City pays $1,710 towards medical, dental, and vision premiums.
Life: A Basic Life insurance policy of $50,000 is provided for all City of Lemoore employees.
Tuition Reimbursement: $1,500 annually for lower division coursework, and $3,000 annually for upper division coursework.
Longevity: Safety Employees will receive a longevity bonus of $5,000 upon completion of five, ten and fifteen years of service with the Lemoore Police Department.
Housing Assistance: Housing assistance up to $10,000 for general employees and up to $15,000 for public safety employees in the form of a forgivable loan.
Deferred Compensation: The City will provide a dollar-for-dollar match, up to 3% of the employee's base wage, for voluntary employee contributions into the deferred compensation program. The City match will be capped at 3%.
The Recruitment Process

Probationary Period: Generally, employees appointed to safety positions serve a twelve (12) month probationary period. An employee may be terminated without recourse for any reason and at any time during the probationary period.
Eligibility to work in the U.S.: Prior to employment, applicants will be required to provide proof of US citizenship, alien registration or authorization to work in the United States at time of appointment. Failure to do so within three (3) days from the date of hire may be cause for termination.
