Job summary

Southern Illinois University Carbondale seeks a police officer with supervisory experience to manage designated personnel, oversee day-to-day operations, and support budgeting and policy development. Responsibilities include disciplinary investigations, event security, and reporting on incidents.

Responsibilities

• Manage and supervise the activities of designated personnel; organize and structure work; participate in hiring and promotional processes.
• Ensure proper appearance, performance of duty, and conduct of subordinates; maintain employee performance records and recommend disciplinary action when necessary.
• Conduct disciplinary investigations of infractions, poor performance, conduct and investigate complaints of officers.
• Maintain institutional public safety requirements through effective work performance and workforce utilization.
• Develop and implement operational policies and procedures; represent the department to the public and other agencies.
• Provide effective response to emergency public safety needs.
• Oversee security for large events (e.g., athletic events, graduations, concerts, protests).
• Write reports on law enforcement activities and incidents of concern to the university.
• Assist in departmental budget development and fiscal management.

Employees in positions allocated to this level are responsible forassisting in the overall management of police activities andpersonnel. They work under general direction from higher levelpersonnel.

Examples of Duties

• Manages and supervises the activities of designated personnel;organizes and structures work ; participates in the hiring andpromotional process;

• Assumes responsibility for meeting institutional public safetyrequirements by maintaining effective work performance andworkforce utilization;
• Develops and implements operational policies and procedures;represents the department to the public and other governmental andprivate agencies;
• Provides effective response to emergency public safetyneeds;
• Oversees the organization of security for special events thatinvolve large groups of people (e.g., athletic events, graduations,concerts, or protests);
• Writes reports concerning law enforcement activities as well asincidents of concern to the university;
• Assists in the development of the departmental budget and inthe fiscal management of the agency;
• Performs all duties normally required in the lower levels ofthe Police Officer series as necessary;
• Performs other related duties as assigned.

Qualifications

• High school graduation or equivalent.
• Possession of a valid driver's license.
• No record of conviction of a felony or misdemeanors asidentified in the Illinois Police Training Act (50 ILCS 705 etseq.), or a crime involving moral turpitude.
• Eligibility for bonding, if required by the employing institution
• Successful completion of the Basic Law Enforcement Officers'Training course as prescribed by the Illinois Law EnforcementTraining & Standards Board, if required by the employing institution. All recruit law enforcement officers who successfullycomplete this course after September 1, 1984 are required to successfully pass the Law Enforcement Officers' Certification Examination. (Applicants lacking such training at time of appointment will be required to complete such requirement during, and as a part of, their probationary period of employment in this class.)
• At least 21 years of age upon employment. (This requirement maybe further defined by local recruitment, examination, andemployment policies, provided age requirements have been met withregard to all other applicable state and federal regulations in this respect.)

ADDITIONAL CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER

• Bachelor's degree (or 120 semester credit hours) granted by anaccredited institution of higher education, preferably in policescience, law enforcement, or other police or law curriculum.
• Four (4) years (48 months) of full-time experience as a policeofficer with a federal, state, county, college or university,municipal, or public institutional police organization having arecognized merit system, with at least one (1) year (12 months) ofsupervisory experience in the field.

NOTE: Persons who have not successfully completed the mandatedfirearm training course, as approved and recognized by the IllinoisLaw Enforcement Training & Standards Board, must complete thecourse during their probationary period. Police officers are notauthorized to carry a service weapon until successfully completingsuch training.

• North Central Association of Colleges and Schools
• New England Association of Schools and Colleges
• Northwest Association of Schools and Colleges

NOTE: Upon an employee's request, a waiver of educationalrequirements for supervisory positions can be submitted andconsidered for current police officers originally and continuouslyemployed by the state university system prior to June 1,2010.

Pursuant to the StateUniversities Civil Service System, out-of-state candidates mustestablish Illinois residency within 180 calendar days of the startdate for this position.

About Civil Service Examination/Testing:

The Civil Serviceexamination for this classification is based on your applicationmaterials and responses to the supplemental questions. Noparticipation other than submission of application materials isrequired from applicants that qualify to take the exam. If you meetthe minimum required qualifications for this position, yourapplication will move forward for examination/testing in which youwill receive a score calculated based on your education andexperience, and your name will be placed on the active employmentregister by exam score.
