Job description

The City of Jacksonville Beach invites qualified candidates to apply for the position of: Police Chief

This position performs complex professional and difficult administrative work directing all functions and activities of the Police Department; does related work as required. Work is performed under the direction of the City Manager. Supervision is exercised over all department personnel.

Essential Functions

• Manages the long-term strategic planning and daily activities of all police operations.
• Coordinates work with other law enforcement agencies, City officials, and City Manager.
• Maintains records and files and prepares and reviews operational and administrative reports.
• Plans, programs, directs, and evaluates the operation of the Police Department.
• Develops annual budget proposal and controls budgeted expenses.
• Formulates and implements police policy, procedures, rules, regulations, and programs.
• Supervises maintenance of all records and materials associated with law enforcement activities or administration.
• Assumes command of police force in emergencies and other major law enforcement operations.
• Prepares and delivers public addresses and news releases concerning police matters.
• Reviews departmental reports, amendments to established directives, personnel policy changes, etc. and prepares suggestions or ensures appropriate implementation.
• Reviews performance evaluations prepared by subordinates and prepares evaluations on supervisors and directly supervised clerical employees.
• Promotes, assigns, and disciplines personnel; composes written decisions following disciplinary hearings.
• Reviews information regarding legislative issues and new court decisions; evaluates and implements updated standards from the Criminal Justice Standards and Training Commission; evaluates and implements Federal and State law mandates.
• Attends meeting and serves on committees, boards, and agencies related to promoting crime prevention and improving law enforcement.
• Advises and assists subordinates with complex police investigations.
• Performs related tasks as required.

Education and Experience:

A Bachelor’s degree in criminal justice, Public Administration or related field, and ten years of progressive operational and administrative experience in law enforcement, with at least five years in a supervisory capacity. A Master’s degree in business administration, Public Administration, or a related field is preferred.

Special Qualifications:

A driver’s license valid in the State of Florida. Must meet and maintain all City and State training and education requirements for position.

Knowledge, Skills and Abilities:

• Comprehensive knowledge of the laws, rules, and regulations relating to the administration of criminal justice and law enforcement.
• Thorough knowledge of scientific methods of crime detection, criminal identification, and radio communications.
• Thorough knowledge of the geography of the City.
• Skill in the use of firearms and the operation of a motor vehicle.
• Ability to lead and direct the activities of police officers.
• Ability to maintain cooperative relationships with other City officials and with the general public.
• Ability to evaluate the effectiveness of police operations and implement improvements.
• Ability to prepare and review reports.

Physical Demands

The work is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Additionally, the following physical abilities are required:

• Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
• Crouching: Bending the body downward and forward by bending leg and spine.
• Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
• Grasping: Applying pressure to an object with the fingers and palm.
• Hearing: Required to perceive information at normal spoken word levels.
• Kneeling: Bending legs at knee to come to a rest on knee or knees.
• Manual Dexterity: Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
• Reaching: Extending hand(s) and arm(s) in any direction.
• Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
• Standing: Particularly for sustained periods of time.
• Stooping:Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
• Visual Acuity: Required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
• Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
• Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

Work Environment

The worker is subject to inside and outside environmental conditions. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.
