Job description

The POL Technician oversees, attends and manages the 24 hour self serve fuel stations at West Point.


Responsibilities

  • Spot check the self-serve fuel stations for operation, safety, environmental issues, and cleanliness.
  • Will be on site during testing, repair of all POL equipment.
  • Conduct dipstick check at the end of each month, and submits results.
  • Conduct fuel tanks inventory and submit results to the Government for fuel resupply.
  • Prepare and monitor oil and DEF inventory sheet per US Army and US EPA regulations that drivers fill out at point of use.
  • Receive DEF and oil usage paperwork from drivers; issue, requisition, inventory, inspect, and control on a bi-weekly basis.
  • Implement stringent safeguards, controls, and security of Government furnished vehicles and equipment to prevent pilferage, theft, and abuse of Government furnished fuels.
  • Compile and generate daily, weekly and monthly reports relating to fuel usage, delivery, system events or failures in relation to Environmental Compliance, such as:
    • PM-15 Weekly Liquid Status Report
    • PM-15 10 Day Recon Reports
    • PM-15 Monthly Leak Detection System
  • Supply all fuel delivery paperwork to the COR.
  • Must be able to receive and monitor fuel deliveries.
  • Perform daily, weekly, monthly inspections of Above Ground Fuel Storage Tanks (AST), Below Ground Storage Tanks (UST), fuel dispensers, piping, hoses and nozzles as required by 6NYCRR Part 613, Army and other Federal Regulations, such as:
    • PM-15 Oil/ Water Separator Reports
    • PM-15 AST Monthly Reports
    • PM-8 Security Inspections at the Fuel Points Daily
  • Perform daily Stage I and Stage II Title V Inspections at fuel stations.
  • Inspect Oil/Water separators, drains and catch basins as outlined in USMA Environmental Regulations.
  • Ensure Fuel Spill Kits are up to date, serviceable and at all Bulk Storage Tank Areas.
  • Follow up with minor spills during fueling operations including but not limited to picking up speedy dry.
  • Immediately report spills above 5 gallons to HSE Manager for reporting to the COR, DPW Environmental and the NYS DEC spill hot line.
  • Control and monitor self-service fuel dispensing by customers at the existing Government owned dispensing stations.
  • Perform driver duties on an as needed basis.

Qualifications

  • High school diploma or equivalent.
  • Must be trained and be able to perform the Title V, Stage I and II inspection process.
  • MUST obtain and maintain a Class A/B and B UST Operators certificate.
  • CDL-B, with passenger endorsement
  • Excellent interpersonal and communication skills
