Job description

This employee performs a variety of activities related to the installation of plumbing fixtures and systems, sewer systems, and water distribution systems. Work includes plan review and approval, inspection of fixtures and systems being constructed or altered to ensure compliance with the Ohio Plumbing Code, the Cincinnati-Ohio Basic Building Code, and other applicable ordinances, regulations, policies, procedures, and practices. Performs related work as required.(Illustrative only. Any one position may not require all of the listed KSAs nor do the listed examples include all the KSAs which may be required.)

Knowledge of:
General construction materials, methods, and practices. Plumbing-related construction and systems, materials, methods, and practices. The Plumbing Code of the Cincinnati-Ohio Basic Building Code. Plumbing-related safety practices.

Skill to:
Maintain accurate records. Work from roofs and scaffolding and to descend into and inspect low, tight areas. Utilize Microsoft Outlook and various computer applications.

Ability to:
Read and interpret the Plumbing Code, plumbing plans, and specifications. Communicate orally and in writing. Establish effective relationships with public contractors and others involved in plumbing practices.Each applicant must have a high school education or equivalent and seven years of practical experience in the installation of plumbing OR a degree in architecture or engineering and three years of experience in plumbing system design, estimating, or supervision of plumbing system installations.

Applicants must have certification from the State of Ohio as a Plumbing Inspector (Commercial) OR be able to obtain the Plumbing Inspector (Commercial) certification during the probationary period.

OTHER REQUIREMENTS
Must have a valid Driver's License.
Must provide own automobile, if assigned.
Must be willing to be called out in emergency situations and other than normal working hours.
Must renew Plumbing Inspector certification at intervals prescribed by the State.
Must complete a minimum of one course, approved by the State of Ohio Department of Health, consisting of not less than thirty hours of classroom and laboratory instruction on Chapter 4101:2-51 of the State Administrative Code within the twelve months immediately preceding the termination of renewal certificates for plumbing inspection.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

Examples of Work Performed

Review permit applications and attendant plans and specification for fixture replacement, alterations and additions, and new construction work of normal difficulty to determine compliance with the Cincinnati-Ohio Basic Building Code and other applicable ordinances and regulations.
Approve applications which are in compliance or identify section of the Code where the plan is deficient.
Consult with Plumbing Inspector 2 or 3 or Supervising Inspector to confirm accuracy of code interpretation on difficult projects.
Refer to fee schedule and compute fees for work to be performed.
Perform on-site inspections to ensure that installations and construction are performed according to approved plans, and in compliance with applicable statutes, regulations, policies, procedures, and practices.
Verify that all plumbing work is being performed by a licensed master or journeyman plumber or registered apprentices.
Investigate complaints of defective plumbing fixtures and systems; explain code violations to owner, applicant, complainant or plumbing contractor; issue work orders to correct violations.
Perform smoke or air tests on systems to identify leaks and to test connections.
Perform color tests of drainage system to ensure proper construction and connections to the sewer system.
Make appropriate entries on the inspection form including date(s) of Inspection(s), description of noncompliance, and section of the building code violated. Initiate court actions to prosecute violators.
Prepare briefs documenting Code violations and actions taken; review cases with City Prosecutor and appear as court witness.
Close out permits and work orders when work has been satisfactorily completed. Write reports and correspondence.
Attend training programs and seminars related to technical areas of work and continuing education requirements.
Complete required administrative forms and reports including mileage reimbursement and daily work report.
Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties. Identifies unsafe practices and conditions and brings such matters to the attention of the crew leader or supervisor.

Probationary Period:Twelve Months
