Job summary

City of Hoover is seeking a qualified professional to inspect residential, commercial, and industrial properties for compliance with City codes and approved plans. The role involves reviewing plans, coordinating with contractors, and guiding developers, engineers, and property owners on code requirements.

Responsibilities include conducting inspections, documenting findings, and providing information to ensure safe, code-compliant installations across plumbing, gas, and mechanical systems.

Qualifications

• High School Diploma or GED.
• Must possess two of the three Alabama certifications at Journeyman/Master level: Plumber, Gas Fitter, HVAC.
• Five+ years or more of experience as a Plumbing, Gas Fitter or HVAC Installer.
• Valid driver's license and ability to obtain/maintain City of Hoover Driver's Permit.
• Possession or ability to obtain ICC Mechanical/Plumbing certification within one year.

Responsibilities

• Inspect new and existing properties to ensure compliance with City ordinances, plans, specs, regulations, and codes.
• Review plans and specs for code compliance and confer with contractors.
• Inform developers, engineers, architects, owners, and others about code requirements.
• Address complaints and take action to resolve issues expediently.
• Investigate building or construction to determine code violations or problems.
• Interpret codes and explain permit and compliance conditions.
• Coordinate plumbing, gas, and mechanical inspections with other City personnel.
• Maintain records of inspections and regulatory actions; issue notices to correct violations.
• Review blueprints for new construction and perform final inspections for code conformity.
• Provide training to new employees in the same or similar class.
• Keep supervisor informed about progress and issues; suggest improvements.
• Attend meetings, training, and review publications to stay current.
• Respond to citizen questions and communicate with others to improve interdepartmental operations.
• Perform other related duties as needed.

Hiring Range: $29.65/hr - $39.71/hr

Starting salary may be adjusted depending on experience

• Must possess two (2) of the three (3) certifications from the State of Alabama at a Journeyman or Master's level:
  • Plumber certification
  • Gas Fitter certification
  • HVAC certification
• Five (5) years or more of experience as a Plumbing, Gas Fitter or HVAC Installer;
• Possession of a valid driver's license and the ability to obtain/maintain a City of Hoover Driver's Permit;
• Possession of a Mechanical or Plumbing certification from the International Code Council or the ability to obtain certification within one (1) year of employment.

Responsibilities

• Inspects new and existing industrial, commercial, and/or residential properties to ensure compliance with City ordinances, approved plans, specifications, regulations, and codes;
• Reviews plans and specifications for City and building code compliance and confers with contractors regarding related installations;
• Confers with and provides information regarding code requirements to developers, engineers, architects, property owners, and others;
• Addresses any complaints or problems from concerned parties and takes appropriate action to ensure an expedient resolution or alternative means to address the problem;
• Investigates complaints regarding existing buildings or new construction to determine appropriate usage, code violations, or existing problems;
• Interprets codes and regulations and explains permit and compliance conditions;
• Coordinates assigned plumbing, gas, and mechanical inspection work with that of other related City personnel;
• Maintains complete and accurate records of all inspections and any regulatory actions taken, including preparing written reports and correspondence and issuing notices to correct code violations;
• Reviews blueprints for new construction and performs final inspections of assigned projects to ensure overall conformity to all code requirements;
• Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
• Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
• Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
• Responds to citizens’ questions and comments in a courteous and timely manner;
• Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
• Performs other directly related duties consistent with the role and function of the classification.
