Job Summary

The Position:

Performs highly advanced installation, maintenance, and repair work of plumbing systems and components. Responsibilities include coordinating and overseeing the assembly, installation, or repair of pipes, fittings, or fixtures for heating, water, and/or draining systems. The individual may also serve as a lead worker, providing direction and supervision to other team members. This role demands a high degree of initiative, independent judgment, and the ability to work under minimal supervision.

About TFC

The Texas Facilities Commission (TFC) manages over 8 million square feet of state-owned facilities supporting more than twenty thousand state employees across various agencies. The Facilities Management and Operations (FMO) Division oversees property management, maintenance, landscaping, custodial services, waste management, building automation, and security services to ensure high-quality, energy-efficient, and cost-effective work environments.

Essential Functions

  1. Coordinates and performs pipe cutting, welding, preassembly, and installation of plumbing systems or components.
  2. Reviews blueprints, building codes, or specifications to determine work details or procedures.
  3. Performs skilled work in installation, repair, and maintenance of domestic water, heating, sewer, gas, steam pipes, and fixtures.
  4. Assembles and installs pipe sections, fittings, valves, and fixtures using various techniques and tools.
  5. Measures, cuts, threads, or bends pipe as needed using hand or power tools.
  6. Repairs or replaces damaged plumbing fixtures, ensuring proper adjustments and connections.
  7. Practices preventive maintenance of plumbing tools and equipment.
  8. Performs complex plumbing tasks and provides technical assistance to other personnel, vendors, and contractors.
  9. Makes sketches for plumbing layouts and determines necessary materials.
  10. Coordinates and prepares work orders, reports, and records.
  11. Recommends and installs energy-efficient and water-conserving equipment.
  12. Assists with documenting repair costs, keeping accurate records of materials and labor.
  13. May inspect the work of others to ensure compliance with codes.
  14. Records backflow testing data onto specified platforms.
  15. May serve as a lead worker, providing direction and assisting in employee evaluations.
  16. Assists skilled workers from related trades in plumbing maintenance.
  17. Performs any other related duties as assigned.

Minimum Qualifications

For Plumber III:

  • Graduation from a standard senior high school or completion of GED.
  • Five (5) years experience in plumbing-related building maintenance and repair.
  • Journeyman plumbing license issued by the State of Texas.
  • Vocational or technical training in plumbing may substitute for experience on a year-for-year basis.
  • Valid State of Texas Class C driver license.
  • Ability to attest to and maintain the security of the state's critical infrastructure.

For Plumber IV:

  • Graduation from a standard senior high school or GED.
  • Ten (10) years experience in commercial, residential, and industrial plumbing.
  • Vocational or technical training in plumbing may substitute for experience on a year-for-year basis.
  • Backflow certification preferred, able to be certified within one year of hire.
  • Valid State of Texas Class C driver license.
  • Masters plumbing license issued by the State of Texas.
