Plant Utilities Engineer 1 (NY HELPS)
Required Qualifications: As per Civil Service Standards and Specifications. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Ability to climb, stoop and do moderately heavy lifting/moving(up to 50 lbs). Candidate must be able to perform the physical tasks of the position such as bending, lifting, stretching and climbing. Must have the ability to work in confined spaces and from a ladder, scaffolding or man lift over ten feet in height. Must have, keep and maintain the appropriate valid NYS Driver’s License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. (***Out-of-State Applicants, see "Special Notes”). To qualify for this position, the selected individual must successfully pass a pulmonary function test to certify them to wear protective equipment; for example respirators. The tests shall be provided by the employing department. You must meet one or more of the following requirements to be considered for appointment to this title:
Either 1.Graduate of heating, HVAC, ventilation, air conditioning, and refrigeration apprenticeship program from the U.S. Air Force;
Or 2.Must have been an enlisted machinery technician (MK) with the U.S. Coast Guard OR possession of a certificate as a Marine Engineer issued by the U.S. Coast Guard;
Or 3.Must have been an enlisted power generation equipment repairer with the U.S. Army;
Or 4.Must have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman with the U.S. Navy;
Or 5.Must have a Merchant Mariner’s Document (MMD) and have been a qualified member of the engine department (QMED) as an oiler, fireman/water tender, refrigerating engineer or engineman with the U.S. Merchant Marine;
Or 6.Completion of a New York State Department of Labor registered apprenticeship program for stationary engineers, plant maintenance (plumber/steamfitter), HVAC Mechanic or plant maintenance (refrigeration/AC) (See Note #1);
Or 7.Possession of a High-Pressure Boiler Operating Engineer License or Stationary Engineer License;
Or 8.A bachelor’s degree in Facilities Engineering, Mechanical Engineering, Electrical Engineering, or Marine Engineering;
Or 9.Four yearsof full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment;
Or 10.Four yearsof full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment;
Or 11.An associate’s degree in HVACANDtwo years of qualifying experience as described in EITHER qualification #9 or #10 above;
Or 12.Completion of an HVAC certificate or diploma from a BOCES program (900 hours) OR completion of an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology collegeANDtwo years of qualifying experience as described in EITHER qualification #9 or #10 above.
Preferred Qualifications:An Associate's Degree in Plant Utilities Technology or the equivalent.
Brief Description of Duties:A Plant Utilities Engineer 1, is responsible for operating, maintaining, troubleshooting, repairing, testing and calibrating mechanical and electrical equipment provide heat, hot water, ventilation, air-conditioning and electrical distribution in the most efficient and safe manner possible. Incumbents also make recommendations on major overhauls and replacement of equipment and initiate activity relating to energy conservation project.
Special Notes: This is a full-time position, 40 hours per week, shift and pass days varied. Night and weekend work required. FLSA Nonexempt position, eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously. Mandatory rehire roster candidates have preference. SG 14 Hiring Rate $56,506. This position includes location pay of $4,000 per year.

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Seniority for promotion is the length of service in the Operational Services Bargaining Unit. Seniority applies to vacant non-competitive class positions in salary grades higher than the applicants grade. Applicants must meet the posted qualifications/job requirements, legitimate operating needs of the department and have the ability to perform duties and responsibilities satisfactorily.
At time of submission, candidates must include all relevant work experience and training/education information. Submissions failing to do so, will not be considered.
Upon conditional offer, the State Classified Appointments Unit will ask for proof of relevant experience or training/education.
