Job summary

Westinghouse Electric Company is seeking a Plant Systems & Regulatory SCADA Engineer on a 1-year contract. You will guide control system engineering to ensure BESS plant controllers comply with regulatory requirements and participate in ISO markets across multiple territories.

Location: Juno Beach, FL; you report to the onsite Manager. Requirements include a power systems degree and 5+ years in bulk electric operations with ISO/RTO exposure.

Qualifications

• Bachelor's degree in Electrical Engineering, Power Systems Engineering, or related field.
• 5+ years of experience in bulk electric system operations with an ISO, RTO, or utility control center.
• Strong understanding of North American electricity markets and ancillary services.
• Experience with ICCP protocol implementation and configuration.
• Knowledge of NERC reliability standards and regional compliance requirements.
• Familiarity with energy storage market participation rules across multiple ISO territories.
• Understanding of real time dispatch, scheduling, and settlement processes.

Responsibilities

• Provide regulatory guidance on BESS plant controllers in ISO markets (PJM, MISO, SPP, CAISO, ERCOT, etc.).
• Review and validate control system designs for compliance with NERC and IEEE reliability standards.
• Advise on ancillary services participation strategies for various frequency and reserve services.
• Support ICCP implementation and real-time market communication with ISOs and RTOs.
• Collaborate on setpoint management, state of charge optimization, and market dispatch integration.
• Translate market signals into PLC logic and HMI displays.
• Support performance validation testing to meet market participation requirements.
• Interface with utility customers, schedulers, and market operators on technical requirements.
• Stay current with evolving market rules and grid codes affecting energy storage participation.

About the role

We are searching for a Plant Systems & Regulatory SCADA Engineer on behalf of our client. This is a 1-year contract assignment (W-2). You will have expertise in North American bulk electric system operations and ISO market structures to provide technical guidance to our control system engineering team. You will focus on ensuring BESS plant controller compliance with regulatory requirements and participation in ancillary services markets across multiple ISO territories. You will report to the onsite Manager.

Key Responsibilities

• Provide technical guidance on regulatory compliance for BESS plant controllers operating in ISO markets including PJM, MISO, SPP, CAISO, ERCOT, and others
• Review and validate control system designs for compliance with NERC and IEEE reliability standards and regional market rules
• Advise on ancillary services participation strategies for frequency regulation, spinning reserves, non-spinning reserves, voltage support services, FFR (Fast Frequency Response), and PRF (Primary Reserve Frequency)
• Support ICCP implementation and configuration for real time market communication with ISOs and RTOs
• Collaborate with control system engineers on setpoint management, state of charge optimization, and market dispatch integration
• Interpret market signals and requirements for translation into PLC control logic and HMI displays
• Support performance validation testing to ensure market participation requirements are met
• Interface with utility customers, schedulers, and market operators on technical requirements
• Stay current with evolving market rules and grid codes affecting energy storage participation

Qualifications

Helpful Experience

• Experience with BESS or other energy storage technologies in grid applications
• Background in power system control center operations or market operations
• Professional Engineering (PE) license
• Experience with SCADA systems and real time data exchange protocols
• Knowledge of grid forming and grid following inverter technologies
