ABOUT THE POSITION


The City of Galt is currently accepting applications for
Plant Maintenance Mechanic.

ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):
  • Medical-in-lieu- Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.
  • Incentives- up to 2.5% - 10%
  • Longevity Pay- beginning at 15 years of service - 5%; 20 years of service 7.5%.
  • Bilingual Pay- $50 per month.
BENEFITS:
  • Tuition Reimbursement- Up to $4,000 per fiscal year.
  • Holiday Pay- 14 holidays; thirteen (13) paid holidays and one (1) floating holiday. Thirteen (13) fixed holidays observed: New Year’s Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.
  • Vacation Leave - 80 hours per year; after 4 years- 120 hours; after 10 years- 160 hours; after 15 years- 200 hours and after 22 years- 220 hours.
  • Vacation Credit- Those with 4+ years of prior public agency experience may request to accrue at rate of 120 hours.
  • Vacation Cash Out - Cash out up to forty (40) hours vacation per year.
  • Sick Leave - 96 hours per year.
  • Health Insurance - City pays a generous portion of the CalPERS medical premium (9 options), City pays 100% for dental and vision premiums.
  • Life Insurance - City paid $50,000 policy and $1,500 policy for dependents.
  • Long Term Disability- City paid policy-benefit is up to 60% of base salary.

Under general supervision, performs a variety of skilled maintenance and repair work to maintain the equipment and structures of the water and wastewater treatment plants and related facilities; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Utilities Maintenance Supervisor. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS
This is a journey-level class in the plant maintenance mechanic series. Incumbents perform the full range of operational, preventative maintenance, and technical mechanical work. Positions in this class work at the wastewater treatment facility and/or on City-wide water treatment and distribution, and wastewater collection systems. Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in the maintenance and repair. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit, work independently, and exercise judgment and initiative.

This class is distinguished from Senior Plant Maintenance Mechanic in that the latter plans, assigns, directs, and reviews the work of construction inspection staff and performs the most complex and difficult inspections. EXAMPLES OF TYPICAL JOB FUNCTIONS
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
  • Performs preventative maintenance on equipment and facilities including lubricating, cleaning, and painting; performs corrective maintenance on plant equipment and process systems such as parts replacement, equipment changes, cleaning of tanks and basins; maintains equipment and structures in remote sites, including pumps, wet wells, and lift stations, which may require confined space entry.
  • Inspects, operates, adjusts, calibrates, and repairs water filtration equipment, water well pumps, water storage tanks, water/sewage pumping stations, wastewater pumps, storm pumps, valves, air compressors, meters, equipment control panels, programmable controllers, emergency generators, and wastewater facility equipment.
  • Reads, maintains, and repairs gauges and meters to ensure proper operation of water and wastewater systems.
  • Performs a variety of plumbing, carpentry, masonry, and metal fabrication duties.
  • Troubleshoots and diagnoses problems with industrial-type mechanical, electrical, hydraulic, and pneumatic equipment; performs a variety of electrical tests; understands, reads, and uses blueprints, ladder diagrams, operation manuals and construction and mechanic drawings to isolate and correct the problem.
  • Lubricates and packs pumps; replaces mechanical seals and other worn or damaged parts on pumping equipment.
  • Maintains up-to-date and accurate manuals and reference guides; records and logs operating conditions of equipment and maintenance work performed.
  • Maintains repair parts and supply inventory.
  • Uses and maintains a variety of hand and power tools, electrical testing devices, and hoisting equipment.
  • Competently and effectively operates agriculture tractors, herbicide spraying equipment, backhoe, fork lift, and Sewer Hydro/Vacuum Truck/Wheel loader/Skid steer.
  • Assists street, water, and wastewater crews in emergencies when needed.
  • Instructs staff in proper work procedures and safety precautions.
  • Maintains water and wastewater buildings, structures, and general facility grounds at remote water wells, storms, and wastewater pump stations.
  • Ensures tools, vehicles, equipment, and work areas are in clean, safe, and operable condition.
  • Makes recommendations with supporting information that evaluates the cost-effectiveness of repairs versus replacement.
  • Responds to maintenance and repair emergency situations as required.
  • Maintains computerized records and logs of daily activities; prepares reports as necessary.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Conducts safety inspections on vehicles, plant equipment, and facilities.
  • Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks; transporting equipment as needed, and performing assigned tasks at each worksite.
  • Performs other duties as assigned.

QUALIFICATIONS
Knowledge of:

  • Principles, procedures, methods, equipment, materials, and tools used in the electrical, hydraulic, and mechanical repair of minor and major equipment systems, including engines, pumps, motors, generators, and pressure regulatory devices.
  • Maintenance methods of pumps, motors, piping, and control systems found in water and wastewater treatment plants and related facilities; mechanical, electrical, and hydraulic principles; water and wastewater treatment plant equipment operation.
  • Mechanics of water, wastewater, and storm systems and pumps, hydraulic units, collection units, SCADA transmission devices, air compressors, emergency generators, and other related equipment.
  • Principles of electricity, operation, and control of electrical motors and related equipment.
  • Principles, practices, and methods of various maintenance trades related to the maintenance and repair of various structures, machinery, and equipment.
  • Methods, materials, and equipment used in the maintenance of water/wastewater systems.
  • Hoist rigging principles and techniques.
  • Applicable regulatory relevant to assigned area of responsibility.
  • The use and maintenance of a variety of tools and equipment in water and wastewater systems.
  • Safety equipment and practices and procedures related to the work, including the handling of hazardous chemicals, Lock-Out-Tag-Out, and confined space entry.
  • Basic principles of water and wastewater treatment.
  • Basic arithmetic related to mechanical, electrical, and electronic components.
  • Basic computer software related to the work.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Safe driving rules and practices.
Ability to:
  • Perform required maintenance on water and wastewater treatment plant equipment and facilities.
  • Inspect, operate, diagnose problems, and perform preventive maintenance and repair work on electric motors, gas and diesel engines, pumps, compressors, control equipment, and power generation equipment.
  • Perform a variety of fabricating and design duties related to wastewater systems construction, maintenance, and repair; interpret sketches and diagrams.
  • Perform a variety of semi-skilled and skilled tasks in the construction, maintenance, renovation, and repair of wastewater treatment plant facilities, equipment, and systems.
  • Read and interpret gauges and other recording devices, and interpret the information as it relates to repair and maintenance activities.
  • Identify and implement an effective course of action to complete assigned work.
  • Read and interpret plans, manuals, diagrams, blueprints, and technical regulations.
  • Safely and effectively use and operate hand and power tools, mechanical equipment, and other equipment required for the work.
  • Perform routine equipment maintenance.
  • Maintain accurate logs, records, and basic written records of work performed.
  • Operate a motor vehicle safely.
  • Understand and follow oral and written instructions.
  • Organize own work, set priorities, and meet critical time deadlines.
  • Follow department policies and procedures related to assigned duties.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school and three (3) years of experience in the operation and maintenance of electrical pumps, motors, piping, hydraulic or pneumatic systems, or other mechanical/process equipment.

Licenses and Certifications:
  • Possession of a valid Class C California driver's license and have a satisfactory driving record.
  • Possession of a Mechanical Technologist Grade I Certificate from the California Water Environmental Association within the probationary period.
Licenses and certificates listed below are desirable, but not required at the time of appointment. However,atthediscretionoftheCityanddependinguponbusinessnecessity,certainpersonsin this class may be required to obtain any of the below listed licenses, certificates, or specialized education and training within a specified timeframe.

  • Possession of valid Class B California driver’s license with air brakes and tanker endorsements and have a satisfactory driving record.
  • Possession of Electrical and Instrumentation Technologist Certification.
  • Possession of Pesticide Qualified Applicator Certification.
  • Possession of Traffic Control Technician Certification.
  • Possession of Collection System Maintenance Certification Grade I (C1) or above.
  • Possession of Water Distribution Operator Certification Grade I (D1).
  • Possession of Mechanical Technologist II Certification.
  • Possession of Water Treatment Plant Operator Certification Grade I (T1).

PHYSICAL DEMANDS
Must possess mobility to work in wastewater treatment plants, water plants, and related facilities; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces, around machines, and to climb and descend ladders, and to operate varied hand and power tools and construction equipment; vision to read printed material and a computer screen; color vision to read gauges and identify appurtenances; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 90 pounds and heavier weights with the use of proper equipment.
ENVIRONMENTAL ELEMENTS Employees work partially indoors and partially outdoors and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances, odors, and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS Must be able to pass a pre-employment physical, drug screen, and background investigation, including fingerprinting. Must be available for shift work, standby assignments, and work emergency overtime as required. Must be willing to work outdoors in all weather conditions and in confined areas with exposure to potentially hazardous chemicals and fumes.
