Job summary

Army National Guard Units in Oregon seeks a Plans and Operations Specialist (GS-0301-11) to develop plans and procedures and coordinate preparations for state active duty and the operational employment of ARNG personnel and resources.

The role serves as the State NG focal point for Crisis Action Planning and commands the JOC that operates 24/7, establishing procedures and training programs to ensure effective contingency operations and secure communications across multiple centers.

Qualifications

• Masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

Responsibilities

• Serves as the State NG focal point for Crisis Action Planning and the Officer in Charge of the Joint Operations Center (JOC) that remains operational 24 hours/7 days a week.
• Establishes procedures to provide situational awareness and continuous command and control for JOC staff and Quick Reaction Force platforms.
• Plans for and establishes a Joint Operations Center within the Joint Force Headquarters complex and Quick Reaction Force Platform Control Centers at designated locations across the state.
• Ensures security for centers and staff and maintains redundant communications for safe receipt and dissemination of WARNORDs, OPORDs, FRAGORDs and situation reports.
• Develops crisis action training and certification programs, and maintains documentation through inspections, exercises and tests.
• Participates as an Operations Officer in the JOC, coordinates with higher, adjacent, lower HQs and agencies to implement emergency operations and plan shift operations.
