Job summary

Provo City is seeking a Planning Manager to oversee current and long-range urban planning, supervise the Planning division, and guide plans and projects with stakeholders to keep work moving safely and accurately.

The role requires a degree in planning or related field, several years of public planning experience, and a valid driver's license; AICP preferred. The city offers strong benefits, a 4/10 schedule, and opportunities to contribute to a vibrant Provo community.

Qualifications

  • Bachelor's degree in Planning, Public Administration, or other job-related field.
  • Five (5) years of public planning experience, with 1 year in a supervisory capacity.
  • A valid, lawful Driver License.
  • An American Institute of Certified Planners (AICP) membership is preferred.

Responsibilities

  • Develop, maintain, implement, and administer assigned current and long-range planning programs, policies, ordinances, agreements, and related documents.
  • Manage special area plans and planning projects related to land use, transportation, housing, building use, environmental impacts, current planning, and long-range community visioning.
  • Conduct research, prepare planning studies, develop estimates, and produce specialized reports and recommendations for City planning projects and programs.
  • Prepare and present staff reports and recommendations to the Planning Commission, Municipal Council, advisory committees, City departments, community groups, and the public.
  • Advise City officials, boards, committees, departments, residents, and other stakeholders on planning issues, programs, policies, and project impacts.
  • Plan and lead neighborhood and community meetings to explain City programs, gather input, answer questions, and share planning information.
  • Represent the City before the Municipal Council and on boards, committees, public bodies, and intergovernmental groups.
  • Coordinate with federal and state agencies as needed, including on grant submissions and management.
  • Ensure program activities, records, reports, and performance measures are accurate and complete.
  • Develop, review, and implement service programs, goals, policies, procedures, contract specifications, equipment purchases, and related administrative requirements.
  • Supervise assigned personnel, including scheduling work, coordinating workflow, training staff, reviewing performance, resolving personnel concerns, making staffing recommendations or decisions, and performing related duties as assigned.

Provo City is seeking a planning professional to serve as the full-time Planning Manager for Provo City. This position is responsible for assigned current and long-range urban planning programs and for supervising the Planning division. This includes drafting and implementing plans and projects and communicating with key stakeholders to ensure projects move forward in a timely, safe, and accurate fashion.


Pay Range: (G38) $97,024 - $144,033 annually (paid in bi-weekly installments)

Minimum Requirements

Provo City will honor equivalent combinations of job-related education and experience.

Selection Process

Applications will be reviewed in the order they are submitted, with the first screening being held on August 18, 2026. Applicants must meet the minimum qualifications listed above to be eligible for consideration. If selected for hire, candidate will be required to successfully pass a drug screen and criminal background check. Non-disclosure may result in dismissal. Applicants with unsatisfactory drug screen results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
