Job summary

Holland America-Princess (Holland America Dawson City Inn) seeks a Planning Manager to lead the City and Borough of Juneau’s Community Development Department planning team. You will supervise planners, manage daily planning operations, and interact with the public, Planning Commission, and Assembly to advance the city’s plans and regulatory programs.

Qualifications

  • Bachelor’s Degree in planning, civil engineering, geography, architecture, public administration, or a closely related field.
  • Four (4) years of professional level experience in planning, zoning, engineering, architecture, real estate development, permitting, land usage administration or similar work, with at least two years at a Senior Planner level for the City and Borough of Juneau.
  • American Institute of Certified Planners (AICP) certification.
  • Current Alaska Driver’s License at time of appointment and for continued employment.

Responsibilities

  • Assist the Director in identifying and developing actions to improve the delivery of Department services.
  • May attend staff, management, and agenda meetings, and Planning Commission and Assembly meetings.
  • Direct, plan, evaluate and supervise the Planning Division operations and staff; oversee recruitment of planner positions.
  • Plan, organize, direct and evaluate planners’ performance; set targets, monitor performance, and provide coaching.
  • Review revisions to the Comprehensive Plan and Land Use Code; prepare reports for Planning Commission, the Assembly or public groups.
  • Process and make recommendations on complex permits and multi-agency projects with environmental or neighborhood impacts.
  • Review planner work for situational awareness, political sensitivity, and compliance with Title 49.
  • Perform project work including contract administration, ordinances, grant applications for non-profits, and liaison duties.

The Community Development Department (CDD) is recruiting for our vacant Planning Manager position.

This position plays an important role in our department, and we are willing to develop and train the right person for the job. The position manages a dynamic team of City Planners with various levels and areas of expertise and is responsible for the development and supervision of our Planning team as well as leading the daily operations of the Planning Division. The Planning Manager interacts with members of the public, political entities, and City departments.

WORKING HOURS AND LOCATION

This position works Monday through Friday from 8:00 AM to 4:30 PM, plus occasional evening hours. Public, Planning Commission, and Assembly meetings may require evening work; however, flex-time within the pay period is offered to offset in these instances.

This is an in-person/in-office position. After completing the one-year probationary period, you may be considered for telework, remote work (in accordance with current CBJ and CDD policy) and flexible work hours, as approved by your supervisor.

Typical Responsibilities

Assists the Director in identifying and developing actions and practices that accomplish the mission of CDD and improve the delivery of Department services. Provides input into the CDD budget. May serve as Acting Director in the Director’s absence and discharge other management responsibilities at the request of the Director.

May attend staff meetings, management meetings and agenda meetings, and Planning Commission and Assembly meetings.

Directs, plans, evaluates and supervises the operations of the Planning Division of CDD, directly and indirectly through subordinate staff. Oversees the recruitment of planner positions in the Department, conducting interviews, checking references and recommending hires to the Director.

Plans, organizes, directs and evaluates the performance of the planners; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; takes disciplinary action, to address performance deficiencies, in accordance with the City’s personnel rules and policies. Provides leadership to develop and retain highly competent, public service-oriented staff through selection, compensation, training and day-to-day management practices that support the City’s mission and values.

Reviews and makes recommendations to the Director on revisions to the Comprehensive Plan, other adopted plans, and the Land Use Code. The position may prepare reports on planning projects for presentation to the Planning Commission, the Assembly or other public groups and agencies.

May process and make recommendations on complex permits and projects that involve permitting from multiple agencies or are under multi-agency review, projects with known impacts on the surrounding environment and/or neighborhood, and projects that have high visibility or controversy in the community.

Reviews planner work for situational awareness, political sensitivity, and consistency with Title 49 and adopted plans; and provides feedback in a timely manner.

Performs project work with the consent of the Director that may originate with the City Manager, the Planning Commission, Mayor or Assembly. Examples of this work may include project management and professional services contract administration for various projects; preparation of ordinances for various projects; coordination with, and support for, grant applications on behalf of non-profit social service agencies, and related grant administration; acting as staff to various Boards & Commissions; acting as liaison to various committees; and other special projects and assignments that originate outside CDD. May participate on multi-agency inter-disciplinary teams convened to review and advise on large projects.

Experience:

Four (4) years of professional level experience in comprehensive planning, zoning, engineering, architecture, real estate development, permitting, land usage administration or comparable work, of which at least two (2) years of experience at a level equivalent to Senior Planner for the City and Borough of Juneau.

Certification:

American Institute of Certified Planners (AICP) certification.
