Under the direct supervision of the Chief Community Development Officer, this role functions as the front-line lead customer service contact in the permitting department. As the lead, courtesy, customer service, and tact are essential elements of the job. This role also is expected to process permit applications and related documents, provide information and customer assistance, and explain City codes and policies to citizens and applicants. Finally, this role provides planning and plan review functions as assigned.
PRIMARY DUTIES AND RESPONSIBILITIES
- Provides departmental information and customer service; answers questions within the scope of authority and training as the first point of contact for customers
- Reviews and accepts building, planning, and civil permit applications
- Provides base level planning services for the City including plan review, data analysis, reports, notifications, platting and zoning functions.
- Oversees electronic submittals for permit applications for completeness and forwards the application to appropriate staff for review and processing
- Accepts residential and contractor permit applications; reviews supporting documentation for accuracy and completeness; schedules inspections
- Manages updates and maintains handouts, contractor registration forms, fee schedules, and policies.
- Maintains records and files associated with the plan review process, problems, and permits
- Calculates permit fees; collects fees and issues receipts; balances and reconciles receipts to monies collected at the end of each day
- Issues permits within the scope of authority
- Provides administrative support services as needed, including secretarial, receptionist, billing, cash management, and dispatch functions; research issues as requested
- Provide administrative support to the DRC (Development Review Committee) as needed, including receiving requests and applications, routing comments, follow-up and scheduling meetings, and other duties as assigned.
- Serves as the primary point of contact and conduit for follow-up emails and action items.
- Responds promptly to requests for information; provides technical information to City staff as authorized; assists the public within the scope of authority
- Oversees and establishes technical information to City staff for Public Information Requests as authorized
- Maintains permit log, files, and records management program for the department.
- Performs other duties aligned with the skills, authority, and pay grade, and have been determined to improve city operations.
- Other duties/functions as assigned to front-line department coverages.
