Job summary

Job description

Job Summary

Under general administrative direction of the Director of Development Services, administer specific assigned projects and program implementation. Provide professional counsel and technical advice to the City Manager’s Office, the Director of Development Services, and staff on matters relating to the assigned specific projects or programs. Perform other related work as required.

Essential Job Functions
  • Comprehensive Plan revisions;
  • Comprehensive Plan Enhancement Area studies and implementation of recommended action items;
  • Implementation of the Comprehensive Plan recommended action items;
  • Comprehensive Zoning Ordinance, Subdivision and Development Regulations, and other planning and zoning related ordinance revisions;
  • Transit Oriented Development station area planning;
  • Sustainability initiatives;
  • Neighborhood Development Ordinance case management;
  • Cultural Relations; and
  • Other special studies or projects that may be identified.
  • Provide assistance with administering and implementing the long‑range (comprehensive) planning and implementation program.
  • Provide assistance with administering and implementing the Community Development Block Grant (CDBG) program.
  • Research, prepare and present technical and operational studies and recommendations as needed.
  • Attend City Plan Commission meetings, City Council meetings, and neighborhood meetings as needed (some of which may occur during the evenings).
  • Effectively represent positions of the City to the public and media as required.
  • Effectively represent the City in professional organizations, governmental agencies, and outside activities as needed.
  • Communicate courteously and effectively with other employees, city officials, the business community, contractors, developers, and the public, in person, in writing, and by telephone and/or videoconferencing—sometimes in stressful situations.
  • Coordinate effectively with other department heads, developers, stakeholders, and the public.
  • Read and analyze complex source documents and plans.
Required Education, Degrees, Certificates and/or Licenses

Bachelor’s degree required in city or regional planning, public administration, or closely related field; Master’s degree preferred. Certification by American Institute of Certified Planners is required.

Experience, Training, Knowledge and Skills

Six (6) years of progressively responsible experience required, more than five (5) years preferred, in city or regional planning (public or private) or municipal or public agency administration, with a demonstrated ability to effectively coordinate and negotiate with elected and appointed officials, staff, consultants, developers, and the general public.

Skill required in project management, with a demonstrated ability to effectively understand, coordinate and process amendments to long‑range planning policies and zoning and development related ordinances, as well as a demonstrated ability to implement recommended action items.

Skill preferred in processing zoning and development case management, with demonstrated ability to resolve conflicting ordinance requirements.

Skill preferred in reviewing development plans, including but not limited to site plan, landscape plans, building elevations, and plats, with demonstrated ability to resolve conflicting ordinance requirements.

Skill required in public speaking, presentations and report writing.

Knowledge of the concepts of New Urbanism preferred.

Proficiency required in computer applications such as Microsoft Office applications. Experience in ArcGIS, Photoshop, and/or Adobe Creative Suites applications beneficial but not required.

Must have ability to mentally focus during assigned work activities and have ability to work effectively in a team environment.

Working Conditions and Physical Requirements

Sit and use computer for word processing and other applications for extended periods of time. Attendance at evening meetings and public events may be require.
