Job summary

Blount Partnership seeks a Senior Planner to administer subdivision regulations and related land development projects. The role provides guidance to developers and the public on procedures and requirements, reviews plats for compliance, and coordinates field reviews with multiple departments.

The incumbent supports the Planning Commission with staff analyses and reports. Additional duties include grant management, regulatory maintenance, research, and public meetings facilitation.

Qualifications

  • Knowledge of subdivision regulations and platting processes is preferred.
  • Strong data entry and ability to work with analytical information.
  • Proficiency with GIS/CAD applications and related software.

Responsibilities

  • Provide information and guidance to developers and the public on subdivision regulations and platting procedures.
  • Review subdivision plats for conformance with regulations.
  • Coordinate field reviews and liaise with other departments and officials.
  • Support Planning Commission with staff reports and presentations.
  • Prepare and manage grant funds and assist in special projects.
  • Maintain and amend subdivision regulations as needed.
  • Conduct research and write staff reports for public meetings.
  • Facilitate public meetings and gather citizen input.
  • Perform general administrative duties and data entry.
  • Represent the Director in meetings when needed.

Job description

The Planner, Senior administers the subdivision regulations, and other miscellaneous projects. Additionally, the incumbent provides detailed information and advice to developers and the public on procedures and requirements of subdivision regulations and platting process, planning region jurisdictions, utility jurisdictions, flood hazard map locations, and other land development related regulations. Additional responsibilities include but are not limited to:

  • Provides detailed information and advice to developers and public regarding procedures and requirements of subdivision regulations and platting process, planning region jurisdictions, utility jurisdictions, flood hazard map locations, and other land development related regulations;
  • Provides general planning information to the public upon request;
  • Reviews subdivision plats for conformance with requirements of format, content and design in the subdivision regulations, and performs field review of proposed subdivision developments;
  • Coordinates field review of plats, provides information, recommends actions, and coordinates specific tasks in conjunction with employees in other departments as well as officials and department heads;
  • Provides staff support to Planning Commission on subdivision regulation matters by staff analysis and reports on subdivision related agenda items, and the presentation of reports;
  • Manages or administers grant funds;
  • Maintains subdivision regulations through periodic review and amendment;
  • Researches professional literature on planning related issues and writes staff reports, and presents staff reports at public meetings;
  • Assists in facilitating general planning, including public meetings and citizen input;
  • Assists in data collation and analysis, including data entry on computer;
  • Substitutes for Director in meetings in the absence of the Director;
  • Writes grants, and assists in the development of special projects or programs;
  • Performs shared office filing, copying, and necessary administrative paperwork;
  • Performs other assigned duties.
Additional Responsibilities Include But Are Not Limited To
  • Possess proficient knowledge of departmental practices, systems, policies and procedures;
  • Skillfully use computers for data entry, word processing, small office equipment, including copy machines or multi-line telephone systems, and computers for word processing, data entry, and accounting purposes;
  • Skillfully utilize highly technical computer applications, such as GIS and/or CAD;
  • Organize and communicate effectively;
  • Routinely use analytical skills to work independently and/or within team projects;
  • Propensity to work in a dynamic environment that requires adaptation to changing goals, priorities, and needs;
  • Continuously maintain tactful and professional conversations with others; including, while being confronted with controversial situations; and
  • Bolster and sustain a positive, professional demeanor with citizens, colleagues, elected officials, and other agencies.
