TxDOT’s San Angelo District is seeking a Planner at multiple levels to support the District Transportation Planning & Development Office. Duties include planning for future roadway project needs, coordinating with state and local governments, and managing project development schedules.

Job description

Planner I: Performs planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Planner II: Performs planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Planner III: Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Planner IV / V: Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties

Planner I essential duties include:

• Assists departmental staff on administrative, technical and regulatory aspects of planning.
• Assists in developing and implementing short-range and long-range local and statewide plans and projects.
• Assists with budget preparation; monitors and estimates future costs.
• Conducts Program Development Meetings with sponsors to identify requirements, exchange information and keep informed on the status of projects.
• Performs planning and programming activities in support of management-related programs and/or transportation projects.
• Provides general information and support to governmental officials, sponsors, users and the public.
• Reviews, evaluates and responds to requests from sponsors for state and federal improvement funds.
• Performs other job responsibilities as assigned.

Planner II essential duties include those listed above and:

• Develops, and implements short and long-range local and statewide plans and projects.
• Develops and monitors statistical performance measures.
• Administers the public transportation grant program.

Planner III essential duties include all those listed above and:

• Performs complex planning and programming activities in support of management-related programs and/or transportation projects.
• Represents the Department at local, state and federal levels.

Planner IV essential duties include all those listed above and:

• Coordinates analysis activities and monitors state and federal transportation related issues potentially having a broad impact on departmental activities and develops or oversees development of assessment reports.

Planner V essential duties include all those listed above and:

• Analyzes state and regional transportation, logistics and supply chain systems.
• Assists with the development and updating of departmental policies and procedures relating to specific program(s) or business area(s).
• Serves as a planning and programming resource for the department, other state agencies, regional and local agencies, port districts and the public.

Minimum Qualifications

Education

Bachelor’s degree in transportation planning, urban planning, engineering, business admin or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications

Valid driver’s license. This position requires driving a state vehicle.

Conditions of Employment

• Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.

Position Information

TxDOT’s San Angelo District is looking for a Planner for the District Transportation Planning & Development Office. Job duties will include planning for the District’s future roadway project needs, planning the District’s future design consultant needs, maintaining project development schedules for the district’s construction projects, and coordinating state and federally funded projects with local governments.
