The Role

We're seeking a Plain-Language Policy Writer to lead the writing workstream of a state procurement modernization engagement. You'll turn dense government policy and procedure into clear, usable handbook content, forms, and job aids that users can follow and the client can maintain. This is a project-based, part-time role: about 240 hours, with draft content delivered in waves over months 5–10 and final content by month 11.

Responsibilities
  • Rewrite selected handbook chapters in plain language, with redlines or change summaries
  • Revise forms, templates, checklists, examples, decision tools, and job aids
  • Recommend content to consolidate, relocate, delete, or convert
  • Keep content traceable to its legal and policy sources, working with the content architecture analyst
  • Track comment disposition and unresolved decisions; return revisions within 5 business days of receiving client comments
  • Deliver editable Microsoft Office files and accessible PDFs, using clear file naming, version, and source conventions
  • Work with procurement subject matter experts to make sure content is accurate
Required Qualifications
  • 8+ years writing or revising government policy, handbooks, or procedure manuals in plain language
  • Demonstrated ability to turn legal and regulatory material into clear, usable guidance
  • Experience writing forms, templates, checklists, and job aids
  • Experience producing accessible documents in Word and PDF (for example, WCAG or Section 508 practices)
  • Experience with structured review cycles: redlines, comment disposition, version control, change history
  • Availability for about 240 hours over months 5–11
  • Strong attention to detail and consistency
Preferred Qualifications
  • Public procurement or contracting experience
  • Plain-language training or certification
  • Experience structuring content for knowledge bases or AI-enabled tools
