Job summary

3N Consulting is seeking a Plain-Language Policy Writer to lead a content-rewrite workstream for a state procurement modernization project. You will convert dense policy into clear handbook content, forms, and job aids, delivering editable Word files and accessible PDFs across waves over months 5–11.

The role is contract-based and part-time, about 240 hours, with content delivered in waves and final content by month 11. Remote work is supported.

Qualifications

• 8+ years writing or revising government policy, handbooks, or procedure manuals in plain language.
• Demonstrated ability to turn legal and regulatory material into clear, usable guidance.
• Experience writing forms, templates, checklists, and job aids.
• Experience producing accessible documents in Word and PDF (WCAG or Section 508 practices).
• Experience with structured review cycles: redlines, comment disposition, version control, change history.
• Availability for about 240 hours over months 5–11.
• Strong attention to detail and consistency.

Responsibilities

• Rewrite selected handbook chapters in plain language, with redlines or change summaries
• Revise forms, templates, checklists, examples, decision tools, and job aids
• Recommend content to consolidate, relocate, delete, or convert
• Keep content traceable to its legal and policy sources, working with the content architecture analyst
• Track comment disposition and unresolved decisions; return revisions within 5 business days of receiving client comments
• Deliver editable Microsoft Office files and accessible PDFs, using clear file naming, version, and source conventions
• Work with procurement subject matter experts to make sure content is accurate
