Job summary

The Squires Group, Inc. seeks an experienced Pipeline Safety, Compliance & Emergency Management Advisor to support a utility organization's pipeline safety and regulatory programs.

This role provides subject matter expertise on federal, state, and local regulations and leads incident response coordination. Based in Springfield, Virginia, the position is onsite with after-hours on-call rotation and opportunities to collaborate with regulators, first responders, and internal teams to improve

Qualifications

  • Bachelor's degree in Engineering, Safety, Emergency Management, Environmental Science, Compliance, Public Administration, or a related field.
  • Eight (8)+ years of experience in pipeline safety, regulatory compliance, emergency management, utility operations, public safety, or a related discipline.
  • Strong knowledge of federal pipeline safety regulations, including 49 CFR Parts 191 and 192.
  • Working knowledge of NIMS, ICA, EOC operations, and emergency preparedness principles.
  • Experience supporting audits, inspections, investigations, emergency response activities, and compliance programs.
  • Strong analytical, organizational, project management, and communication skills.
  • Proficiency with Microsoft Office and compliance tracking systems.
  • Utility industry experience preferred; relevant certifications are a plus.

Responsibilities

  • Serve as a subject matter expert for pipeline safety, regulatory compliance, emergency preparedness, and operational resilience initiatives.
  • Support regulatory inspections, audits, investigations, corrective actions, and compliance reporting activities.
  • Interpret and apply federal and state pipeline safety regulations, including 49 CFR Parts 191 and 192.
  • Analyze safety and compliance data to identify risks, trends, and improvement opportunities.
  • Coordinate emergency preparedness activities, response planning, exercises, and incident management efforts.
  • Partner with regulators, emergency management agencies, first responders, and internal stakeholders to support safety and compliance programs.
  • Maintain compliance records, tracking systems, emergency response documentation, and readiness resources.
  • Assist with training, continuous improvement initiatives, and special projects related to safety, compliance, and emergency management.

Education

Pipeline Safety, Compliance & Emergency Management Advisor

The Squires Group is seeking an experienced Pipeline Safety, Compliance & Emergency Management Advisor to support a utility organization's pipeline safety, regulatory compliance, emergency preparedness, and operational resilience programs. This individual will serve as a subject matter expert responsible for ensuring compliance with federal, state, and local regulations while supporting incident response, emergency management initiatives, regulatory inspections, and continuous improvement efforts.

The ideal candidate will have a strong background in pipeline safety regulations, emergency management principles, utility operations, and regulatory compliance. This role requires the ability to collaborate effectively with internal stakeholders, regulatory agencies, emergency management organizations, and first responders to strengthen safety performance and organizational readiness.

This is an onsite position located in Springfield, Virginia, with participation in an after-hours on-call rotation.

Compensation
  • The compensation for this role as a consultant starts at $25/hour, based on experience and qualifications. This rate is subject to change.
