POSITION SUMMARY

The Chief Pilot supervises all flight crew personnel and exercises operational control over company flights conducted under REVA 14 CFR Part 135 certificates. The position is accountable for the qualification, standardization, scheduling, and supervision of company pilots, and is the management official responsible to the Director of Operations for the safe and efficient conduct of flight operations.

The Chief Pilot conducts or supervises all training activities of flight crew personnel and owns the development, FAA approval, delivery, and continuous improvement of flight crewmember training programs, the maintenance and audit of all pilot training records, and the oversight of Instructor Pilots and Check Airmen in house and at contracted training providers. The Chief Pilot serves as a point of contact with the FAA Flight Standards District Office on flight crew qualification and training matters for each certificate.

This is a working leadership role rather than a purely administrative one. The Chief Pilot maintains proficiency as Pilot-in-Command, instructs ground and line training personally, performs crewmember evaluations as an authorized Check Airman, exercises operational control on a scheduled basis, and flies revenue and special mission legs as qualification and schedule permit. Because the role spans two certificates, the incumbent is responsible for keeping each certificate's operations, training program, approvals, and records distinct and independently auditable.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Command, Supervision, and Operational Control
  • Report to the Director of Operations.
  • Supervise all flight crew personnel assigned to either certificate.
  • Exercise operational control over all flights together with the Director of Operations. The Chief Pilot will initiate, conduct, or terminate a flight for the company.
  • Exercise Operational Control a minimum of three days per week in accordance with the General Operations Manual and Operations Specifications of the applicable certificate.
  • Remain accountable for company pilots in the performance of the operations of company aircraft in a safe and efficient manner.
  • Determine, and have sufficient knowledge to determine, that each assigned crewmember is qualified and eligible to serve as a required crewmember in the type of operation to which the crewmember is assigned.
  • Ensure that all flight crew personnel are certificated and supervised in accordance with the requirements specified in the Federal Aviation Regulations.
  • Maintain the knowledge and qualification required to plan, organize, direct, and control the company's flight operations activities.
  • Assist the Director of Operations in formulating operations policies, coordinate those policies, and coordinate operations and training.
  • Advise the Director of Operations regarding the training of flight crew personnel, and submit all reports regarding flight personnel to the Director of Operations.
  • Maintain proficiency as Pilot-in-Command.
  • Receive training in, remain knowledgeable of, and participate in the company's Safety Management System (SMS) program.
Flight Operations and Aircraft Readiness
  • Ensure that all aircraft are properly equipped for the applicable operation.
  • Determine whether the aircraft assigned for use is listed in Operations Specificationsand is airworthy under the company's FAA approved aircraft inspection program.
  • Assure that current aircraft checklists and all pertinent information relative to safe flight operations are available to crewmembers.
  • Disseminate information to all crewmembers pertaining to routes, airports, NOTAMs, NAVAIDs, company policies, and regulations.
  • Fly revenue trips when schedule and qualification permit.
  • Conduct maintenance return to service, ferry, and other special flights as needed.
Crew Scheduling, Records, and Assignment
  • Schedule flight crewmembers, including assigning Pilot-in-Command duties.
  • Prepare and maintain proficiency records, pilot files, flight schedules, duty time records, reports, and correspondence pertaining to flight operations activities.
  • Maintain a current list of pilot names and certificate numbers at the principal base of operations.
  • Receive and compile pilot day off bids and build the pilot schedule for the KFXE base.
  • Coordinate schedules across basesandcertificates, ensuringadequate crew coverage by type.
  • Build and update pilot schedules in Avianis.
  • Review and update pilot flight times in Avianis for accuracy and currency tracking.
  • Review and approve pilot vacation requests.
Training Program Development and FAA Approval
  • Conduct or supervise all training activities of flight crew personnel.
  • Develop, maintain, and revise all pilot training programs (basic indoctrination, initial, transition, upgrade, recurrent, and requalification) for both certificates, keeping each current with 14 CFR Part 135 and with the Operations Specifications and General Operations Manual of the applicable certificate.
  • Prepare training program revisions and obtain FAA approval separately for each certificate; meet with and present to the FAA, including the Principal Operations Inspector assigned to each certificate, on all training program matters.
  • Manage, develop, and implement the Line Training Program for initial new hire pilots.
  • Ensure all pilot training is integrated with and aligned to company programs, procedures, and standards.
  • Research, evaluate, and implement additional sources of training, courseware, and instructional technology.
Instruction and Crewmember Evaluation
  • Teach initial new hire and recurrent ground training in basic indoctrination, the FARs, and the General Operations Manual and Operations Specifications applicable to the crewmember's certificate.
  • Conduct crewmember skill evaluations and competency checks as an authorized Check Airman under 14 CFR 135.293(a) and (b), 135.297, and 135.299, within the scope of the Check Airman authorization held on each certificate.
  • Continuously monitor the progress of new hire and recurrent pilots throughout each training event.
  • Identify performance deficiencies, recommend remedial training, and conduct that training when needed.
  • Consult and coordinate with FlightSafety and other providers regarding any pilot not progressing to standard, and document the plan and outcome.
Training Records, Audit, and Compliance
  • Manage all pilot training records, both those generated internally and those received from FlightSafety and other outsourced providers.
  • Audit and review all completed training records for accuracy, currency, and regulatory sufficiency, maintaining records separately by certificate so that each certificate is independently auditable.
  • Monitor and track all pilot currencies, including but not limited to night currency, annual competency checks, 14 CFR 135.293 competency and knowledge checks, 135.297 instrument proficiency checks, and 135.331 crewmember emergency training, and provide advance notice of upcoming expirations to the crewmember and the Director of Operations.
  • Review all outsourced Instructor Pilot records and Check Airman authorizations to confirm validity and scope.
  • Notify outsourced providers that REVA approved Check Airmen are required to follow FSDO guidance on currency, and verify compliance.
  • Maintain all training documentation for both certificates in an inspection ready condition for FAA, DoD, EURAMI, NAAMTA, and ARGUS audits.
Training Provider and Vendor Oversight
  • Audit outsourced training providers and assist the Director of Operations in selecting and recommending outside training programs.
  • Select Instructor Pilots and Check Airmen assigned to company crewmembers at contracted training facilities, and confirm their authorization is valid for the certificate under which each crewmember is trained.
  • Forecast pilot staffing and training trends, including projected upgrades and new hire volume, and request the respective class dates from FlightSafety.
  • Schedule all recurrent training a minimum of twelve months in advance to secure simulator slots and Check Airman availability.
  • Enroll pilots in initial and recurrent training events and confirm attendance and completion.
  • Oversee pilot e-learning training administered through FlightSafety, including course assignment, completion tracking, and compliance.
  • Coordinate hotel and travel arrangements for crewmembers traveling to and from training providers.
Pilot Selection, Screening, and Credentialing
  • Attend pilot candidate interviews and participate in the pilot selection process.
  • Serve as a contributor in the FAA Pilot Records Database (PRD) for both certificates, reporting pilot training records as a reporting entity and reviewing candidate records as a reviewing entity for new hire pilots.
  • Assist Human Resources with new hire pilot background screening, including TSA Twelve-Five (12-5) background checks and fingerprinting.
  • Oversee the pilot Known Crewmember (KCM) badge program, including initial applications and renewals.
  • Oversee renewal of pilot documentation required for assignment, including passports, FAA medical certificates, and work authorizations, tracking expiration dates so that no crewmember becomes unassignable through a lapse.
  • Assist with administration of the FAA and DOT drug and alcohol testing program.
Interdepartmental Coordination
  • Coordinate with the Director of Safety to ensure pilot training supports company safety goals, including risk outside the flight regime.
  • Assist the Medical department with safety of flight issues, and train or familiarize medical personnel with the safety features and equipment of company aircraft on both certificates.
  • Perform additional duties as needed to accomplish the company mission at the direction of the Director of Operations.
QUALIFICATIONS
Management Position Qualification
  • Must meet the qualification requirements for Chief Pilot under 14 CFR 119.71 applicable to the operations conducted, and must be qualified to serve as pilot in command in at least one aircraft used in the company's operation. Any deviation from these requirements must be requested from and granted by the FAA before the incumbent serves in the position.
  • Must be acceptable to the FAA for each certificate on which the incumbent serves, and must be listed as required management personnel in the Operations Specifications of each certificate.
Certificates and Ratings
  • Airline Transport Pilot (ATP) certificate with Airplane Multiengine Land and Instrument privileges required. A Check Airman must hold the airman certificates and ratings required to serve as pilot in command in operations conducted under 14 CFR Part 135, which for the company turbojet fleet is an ATP certificate.
  • Type rating in at least one company turbojet fleet type required (LR-45, LR-35, or Hawker 800XP). Additional fleet qualification preferred, including King Air B200 and Cessna 402 (C402) experience.
  • Current FAA Medical Certificate required, Second Class minimum. First Class preferred.
  • Current or prior Part 135 Check Airman authorization preferred. The incumbent must be qualified for, and obtain, Check Airman authorization under the Operations Specifications of each certificate on which checks will be conducted.
Education and Experience
  • Minimum of three years of experience as pilot in command of an aircraft operated under 14 CFR Part 121 or Part 135, as required by 14 CFR 119.71.
  • Bachelor's degree in aviation management or a related field preferred.
  • Prior service as a Chief Pilot, Assistant Chief Pilot, or equivalent flight operations management position preferred.
  • Minimum of three years of experience in a Part 135 or Part 121 training, standards, instructor, or check airman capacity preferred.
  • Demonstrated experience preparing training program material for FAA review and approval preferred. Experience supporting more than one air carrier certificate is a plus.
  • Demonstrated ability to supervise, schedule, and hold accountable a geographically distributed pilot group.
Badges and Work Authorization
  • Capable of obtaining and maintaining airport access badges as required.
  • Must be able to prove U.S. citizenship or the legal right to work in the United States.
  • Must be able to travel freely and without restriction inside and outside the United States, and hold or be eligible to hold a valid U.S. passport.
  • Must be at least 23 years of age.
