Job summary

Air Force Review Boards Agency seeks a Senior Medical Advisor to advise the Director on recommended actions for boards operating within AFRBA, per Title 10 USC 1552 for the SECAF and ASA/Manpower & Reserve Affairs.

QUALIFICATIONS include a medical degree (MD/DO), full medical licensure, and substantial graduate training with internship/residency experience; 5 years of post-training experience is expected for GP/GS-15. This role requires compliance with DoD and Air Force policies and regulations.

Qualifications

  • Must hold a Doctor of Medicine (M.D.) or Doctor of Osteopathic Medicine (D.O.) degree from an accredited U.S. or Canadian school.
  • Must possess a current, active, full and unrestricted medical license in the United States or a U.S. territory.
  • Must have at least 1 year of supervised post-degree clinical experience (internship or first year of residency).
  • Graduate training programs include internship, residency and fellowship approved by accrediting bodies in the United States or Canada.
  • For GP/GS-15: 5 years of graduate training or equivalent experience.

Responsibilities

  • Provide knowledge of medical standards contained in applicable federal laws, DoD and Air Force regulations pertaining to military and civilian personnel and veterans.
  • Apply knowledge of Medical Evaluation Board procedures and disability evaluation considerations to determine appropriate outcomes.
  • Review and evaluate medical evidence to prepare sound evaluations for Board consideration.
  • Use knowledge of DoD directives, Air Force policy and medical statutes in the Air Force Review and Correction of Records Process.

Job description

The primary purpose of this position is:

To serve as Senior Medical Advisor to the Director, Air Force Review Boards Agency, on recommended actions being considered by all boards operating within the AFRBA, as required by Title 10 USC Section 1552 on behalf of the Secretary of the Air Force (SECAF) and the Assistant Secretary of the Air Force Manpower and Reserve Affairs.

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Physician Series, 0602.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association; or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States.   • -AND- Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
  • -AND- Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital, or an institution accredited in the United States for such training.
  • -AND- Additional Requirements for GP/GS-15: 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GP/GS-14, or equivalent in other pay systems.

Examples of specialized experience includes:

  • Providing knowledge of the substantive medical standards contained and/or prescribed in applicable federal laws, Department of Defense and Air Force regulations, policies, and principles pertaining to military and civilian personnel and former service members.
  • Applying knowledge of medical treatment facility operations, Medical Evaluation Board procedures, Physical Evaluation Board appeal procedures, determinants of unfitness, eligibility for disability compensation, and the full range of the illnesses, injuries, or disease and the interpretation of physical examination findings, evaluation of medical records, diagnostic tests, and patient interviews to determine appropriate outcome of claims.
  • Reviewing and evaluating medical evidence and information reported by clinical medical officers or specialty consultants to prepare a sound evaluation for Board consideration.
