Job description

We are seeking experienced Physician to join our professional team! Part time position available (5.5 Hours per week).

Site: Joliet Job Corps Center - Physician Support Services, Joliet, IL.

Education and Experience:
  • Active license to practice as a Physician in the state of Illinois.
  • Experience in providing physician health services for adolescents and young adults who are socially and economically disadvantaged.
Schedule:

Provider must be able to meet the center’s schedule as outlined below (CST):

Wednesday: 10:00-1:30pm (5.5 hours per week).

Essential Job Functions:

Provides medical services, serves as medical director, and provides supervision in accordance with state practice, rules and regulations. The Health and Wellness Manager (HWM) manages daily operations, while you guide the Health and Wellness Program and assumes responsibility for the quality of care rendered. Center nurses play a vital role in implementing the Health and Wellness Program such as the Family Planning Program or Healthy Eating and Active Lifestyles (HEALs) Program.

The CD has the final administrative decision making authority on all matters concerning students and staff.

Center health care delivery consists of assessment, treatment, emergency care, and case management. These components are outlined below. In providing care, Job Corps adheres to all current HIPAA regulations regarding consent and confidentiality for protected health information.

  1. Assessment and diagnosis of illness and injury, to include:
    1. Cursory medical evaluation by a qualified health professional; must be completed within 48 hours after the student’s entry.
    1. Entrance physical examination by a qualified health professional within 14 days after entry using Job Corps approved history and physical forms.
    2. Required entry laboratory studies
      1. Hemoglobin or hematocrit
      2. Pregnancy test (all females)
      3. Chlamydia and gonorrhea testing
      4. HIV testing
      5. Urine drug screen
    3. Immunizations, to include boosters for incomplete immunization series, and hepatitis B vaccine for health occupations training students.
      1. Tuberculin skin test (Mantoux).
    4. Vision and hearing screening.
    5. Daily walk-in clinic and appointment system for above and for episodic illness or injury assessment by center physician and/or nurse.
    6. Inpatient unit visits for minor conditions, such as respiratory infections, or flu symptoms.
  1. Treatment, as highlighted below, will be provided when necessary. Third-party payer information will be given to providers when off-center care is required.
    1. Primary emergency care for illness and injury, including first aid and CPR, and secondary care within capabilities, e.g., injection of epinephrine, and immediate transfer to hospital emergency room for specialized diagnosis and treatment, if needed.
    2. Treatment of urgent and other conditions not needing specialized care and that are within the capabilities of qualified health professionals on staff.
    3. Management of chronic health conditions as directed by qualified health professionals.
    4. Referral to off-center physicians for detailed specialized assessment.
    5. Access to prescription medications.

If a student sustains an on-the-job injury that requires extensive or specialized treatment, he or she will be medically separated as a Medical Separation with Reinstatement Rights (MSWR) and a referral will be sent to the Office of Workers’ Compensation Programs (OWCP).

Additional Requirements:
  1. Review of applicant folders of applicants with chronic or acute health conditions.
  2. Completion of Recommendation of Denials for applicants in which the center cannot meet their healthcare needs.
  3. Offer all currently available methods of contraception for students, either provided on center, or by referral off center.
  4. Review and approval annually of Health Care Guidelines written for use by health and non-health staff including approval of Personal Authorizations of staff trained and authorized to utilize the guidelines.
  5. Collaboration with wellness staff regarding students with co-occurring diagnoses such as the HWM, TEAP Specialist, dental staff, and CMHC.
  6. Consultation with center director at least monthly to discuss clinical and organizational issues and concerns.
  7. If schedule allows, make all efforts to attend the National Department of Labor/Humanitas conference calls and/or online trainings.
  8. Provide staff training as necessary.
  9. Collaborate with Disability Coordinator regarding accommodations for students with disabling health or physical conditions as needed.
  10. Case management of students on long-term medications.
  11. Oversight of weight management program for students.
  12. Malpractice insurance.
