Job summary

Quest Diagnostics is looking for a Phlebotomy Supervisor in Oakland, CA. This role involves overseeing Patient Services operations, ensuring quality standards in phlebotomy, and training and managing staff. The successful candidate will work Monday to Friday from 7:30 AM to 4:30 PM.

Applicants should have leadership experience, a state phlebotomy license, and the ability to manage staffing and operational issues.

Qualifications

  • Min. two years of supervisory or demonstrated leadership experience.
  • Min. five years of experience in phlebotomy or other healthcare environments.
  • Customer service experience is preferred.

Job Description

Phlebotomy Supervisor – Oakland, CA, Monday to Friday, 7:30 AM to 4:30 PM. Oversee all functions of Patient Services, including Mobile Phlebotomy, In‑Office Phlebotomy, and Patient Service Centers. Responsible for training staff, daily operations, staffing of PSCs, and maintaining a safe, professional environment in all supervised facilities.

Requirements: State phlebotomy license (Quest does not accept NHA licenses in CA, WA, NV).

Pay

$68,640 – $80,000 per year. Salary offers are based on skills, training, experience, education, certifications, and market/organizational factors. Successful candidates may be eligible for annual performance bonus compensation.

Responsibilities
  • Oversee daily operations of all assigned facilities, PSCs, mobile and in‑office phlebotomy.
  • Implement SOPs for phlebotomy services in accordance with Quest Diagnostics guidelines.
  • Ensure all federal, state, and local licensure requirements are met.
  • Maintain laboratory testing QA/QC documentation.
  • Oversee safety, maintenance, and cleanliness of facilities, including upgrades and repairs.
  • Perform site visits at all assigned PSCs, IOPs, and mobile phlebotomy sites; document findings and conduct QA audits.
  • Relocate, open, or close PSCs, IOPs, and RRLs.
  • Oversee inventory processes for supervised facilities.
  • Participate in interview, selection, and hiring of new employees.
  • Train, coach, supervise, and develop staff.
  • Monitor ongoing performance of employees; provide corrective action and counseling as required; conduct mid‑year and annual performance appraisals.
  • Hold regularly scheduled meetings to disseminate information to staff.
  • Ensure employees meet driving requirements on company business.
  • Track and enter time/attendance of employees.
  • Prepare schedules with minimal overtime; maintain adequate coverage for all facilities.
  • Prepare month‑end reports.
  • Provide training and onboarding for new clients.
  • Investigate and resolve customer complaints effectively.
  • Ensure Quest improvement and standardization initiatives are implemented.
  • Assist in preparation of annual budget and maintain budget control throughout the year.
  • Participate in cost containment programs, overtime management, and standardization initiatives.
  • Join process improvement teams or other initiatives to meet management objectives.
  • Organize and lead projects within the workgroup and with cross‑functional groups; may present and speak in groups.
  • Demonstrate and live the values of Quest Diagnostics.
  • Other duties as assigned within scope of the position.
Qualifications
  • Minimum two years of supervisory or demonstrated leadership experience.
  • Minimum five years of experience in phlebotomy, laboratory, or other healthcare environments.
  • Customer service experience in a retail or service environment (preferred).
Physical and Mental Requirements
  • Extensive use of phone and PC.
  • Prolonged standing/sitting.
  • Fine dexterity with hands/steadiness.
  • Able to lift up to 25 lbs; occasionally 40 lbs; carry up to 15 lbs for several minutes.
  • Speaking and heard clearly.
  • Visual attention to detail.
  • Walking, balancing, bending/kneeling, pushing/pulling, reaching/twisting.
Knowledge
  • Effective communication in English.
Skills
  • Flexibility and availability based on staffing requirements; weekends, holidays, on‑call, and overtime.
  • Valid driver’s license and clean driving record.
  • Strong organization, communication, and interpersonal skills; able to manage concerns of patients and employees professionally.
  • Capable of handling multiple priorities in a high‑volume setting.
  • Proficient computer skills, including MS Office applications.
  • Decision‑making based on established procedures and independent judgment.
  • Ability to manage individuals in multiple geographies/locations.
  • Position requires travel.
Education
  • Preferred: Bachelor’s Degree in Business Administration, Healthcare or related field.
  • Required: High School Diploma or Equivalent.
Languages
  • English – Required.
Licenses and Certifications
  • Phlebotomy certification required in certain states (California, Nevada, Washington, Louisiana) – Preferred.

  • Travel required.
