Position Summary

Under the general direction of the Administrative Operations Director, and in collaboration with the Chief of Laboratory Medicine and Section Medical Director, leads, manages, monitors, implements, and supervises testing quality and compliance standards in the department of pathology & laboratory medicine at BMC. Manages multiple sub‑specialty sections for the Laboratory (Blood Bank and Transfusion Services, Central Receiving Area, Chemistry, Hematology, Phlebotomy, Point of Care or Rapid Response Laboratory). Ensures maintenance of standards that meet or exceed those required for the College of American Pathologists (CAP) and The Joint Commission (TJC) accreditation and other external agencies (such as AABB, DPH). Maintains oversight of Lab Emergency Preparedness and Lab Safety Champions BMC’s RESPECT values.

Essential Responsibilities / Duties

• Management oversight and leadership of multiple sub‑specialty sections of the Laboratory.
• Assumes full responsibility for all laboratory staff in their section and their actions.
• Champions a laboratory and point‑of‑care environment that promotes quality and compliance for all laboratory related tests and services, to ensure patient and employee safety and satisfaction.
• Provides 24/7 call coverage.
• Contributes to and supports department Strategic Planning.
• Provides a technically sound environment to optimize the quality of laboratory services, including maintenance of equipment, evaluation of new equipment and test assays.
• Exhibits innovation in planning improvements, promoting new programs and problem solving in area of responsibility including working with other hospital entities to ensure adequate specimen transport is met.
• Values and responds to customer feedback by taking corrective action or improving suboptimal services.
• Responds to emails in a timely manner in accordance with department expectations.
• Exercises good judgment skills to effectively articulate BMCs organizational values and foster a cooperative spirit among staff.

Leadership

• Same responsibilities as listed above for Leadership and oversight.

Fiscal Responsibility

• Takes full fiscal responsibility for section oversights, including preparing and managing an operating budget, managing staffing expenses and overtime, capital budget, analyzing billing codes, preparing return on investment business analysis, and supporting revenue integrity of the Laboratory.
• Continually audits test billing codes to ensure accuracy.
• Contributes to departmental goals of improving cost effectiveness, optimization of resources and revenue enhancement.
• Updates all equipment maintenance and service agreements in collaboration with the Supply Chain department.

Quality, Compliance and Safety

• Ensures quality and compliance data for all sections is collected, analyzed, reviewed and disseminated in accordance with accrediting agencies.
• Oversees RL6 Incident Safety reports and collaborates with the Manager of Quality, Compliance and Safety for Reports.
• Ensures ongoing compliance with all applicable regulatory agencies for the department section.
• Participates in hospital‑wide Quality Assurance Program and planning, data collection, monitoring and evaluation of assigned projects.
• Supports technical staff managing Quality Control and Assurance data.
• Maintains updated Policy and Procedure Manuals using the NCCLS format in compliance with regulatory agencies.
• Ensures familiarity with and proper usage of all required safety equipment.
• Follows established hospital infection control and safety procedures.
• Ensures the section enrolls in Proficiency Surveys appropriate for the scope of laboratory services and implements corrective actions as required.

Technical Expertise

• Provides guidance and resolution for analytic instrumentation and testing issues.
• Plans, evaluates and implements new or different methodologies and technology that enhance or expand laboratory services.
• Verifies monthly documentation that all equipment and instrumentation are properly maintained and in good working order.

Human Resources

• Provides oversight for the interview process, selection and hiring of staff.
• Recommends salary rates while maintaining intra‑departmental fairness.
• Provides oversight for orientation and counseling/disciplinary action processes.
• Embraces the BMC Performance Management Process and provides ongoing feedback to staff.
• Establishes and documents a program for ensuring proficiency of technical staff annually.
• Provides continuing education opportunities and supports employee engagement.
• Facilitates cross‑training and other programs involved in intersectional cooperation.
• Accurately documents staff attendance for payroll and ensures compliance with hospital policy.
• Demonstrates commitment to self‑development in management skills and scientific knowledge.
• Ensures reliable attendance, punctuality and completion of work assignments.
• Communicates effectively with staff, other departments and supervisors.
• Provides coordination and consolidation of laboratory job descriptions as required.
• Assists in implementing a program for orientation and competency testing of all testing personnel.

Communication

• Communicates with staff through scheduled regular meetings and records minutes.
• Works with Operations Director, Medical Chiefs and other managers to achieve common goals.
• Accepts instruction, guidance and feedback from staff, peers, and supervisors.
• Effectively communicates with medical and nursing staff to ensure highest quality of service.
• Prepares and implements a customer service program at BMC’s laboratories.

Other

• Performs other duties as needed.

Education

Requires a bachelor’s degree from an accredited university or college in Medical Technology or Clinical Laboratory Science, including a supervised clinical internship in an approved hospital laboratory, or a bachelor’s degree in an applied science (e.g., Chemistry, Biology, Biochemistry).

Job Requirements

Minimum of 3 years’ experience in clinical laboratory required. Supervisory experience in a clinical laboratory preferred. In‑depth familiarity with requirements of accrediting agencies, particularly The Joint Commission and College of American Pathologists.

Certificates, Licenses, Registrations Required

Certification by American Society of Clinical Pathologists (ASCP) or National Credentialing Agency (NCA) or equivalent agency as a Medical Technologist, Clinical Laboratory Scientist, Medical Laboratory Technician, or specialty certification preferred. Equivalent agencies include ASCP, NCA, American Medical Technologists (AMT), American Association of Bioanalysts (AAB), Health Education & Welfare (HEW), and American Society of Microorganisms (AMT).

Knowledge and Skills

• In‑depth scientific understanding of the area of charge and ability to perform all tasks delineated in the job description of Medical Technologist II.

Compensation Range

$83,000.00 – $120,500.00. This range is based on minimum job qualifications. Compensation also considers education, experience, skills, certifications, and business needs.
