Job Description

Position Summary

The Community Services cluster has launched a Municipal Identification (“PHLCITYID”) program in Fiscal Year 2019. The Municipal ID program offers residents an additional means to prove their identity and residency to City agencies, including law enforcement officers, and to gain access to City services and activities, as well as non-governmental partner services and discounts. The PHLCITYID Engagement and Outreach worker will report directly to the PHLCITYID Engagement and Outreach Manager and assist Philadelphia residents in obtaining Municipal IDs. Outreach workers will collaborate with City agencies and nonprofit partners to conduct outreach in communities most impacted by social issues, ensuring residents' concerns are addressed. Selected candidates will help develop outreach strategies and campaigns, and build relationships with community stakeholders and leaders to promote awareness of the Municipal ID program.

Essential Functions

  1. Develop and assist in implementing community outreach and engagement plans targeting vulnerable communities.
  2. Attend community meetings and events to provide information and promote the Municipal ID.
  3. Support the Municipal ID Program team in organizing educational and outreach materials.
  4. Build and maintain relationships with community organizations, key influencers, and partner agencies.
  5. Support walk-in applicants and schedule appointments for Municipal ID applications both in person and online.
  6. Verify that all application paperwork is complete and organized.
  7. Coordinate with community organizations, religious institutions, and stakeholders to promote the benefits of the Municipal ID.
  8. Conduct outreach to potential partner organizations to facilitate access to services, benefits, and discounts through the Municipal ID.
  9. Develop and track engagement and outreach metrics.
  10. Perform additional duties as assigned by the Municipal ID Program Manager.

Required Competencies, Knowledge, Skills, and Abilities

  • Strong relationship-building skills and ability to connect with diverse populations.
  • Excellent verbal and written communication skills, including creative writing and editing.
  • Ability to work effectively with all levels of staff and outside agencies.
  • Independent and team-oriented work ethic with initiative and problem-solving skills.
  • Understanding of challenges faced by vulnerable populations.
  • Cultural competency and familiarity with Philadelphia’s diverse communities.
  • Strong customer service skills and ability to engage community members.
  • Proficiency in Microsoft Office Suite.
  • Excellent organizational skills and ability to prioritize tasks.
  • Willingness to work evenings and weekends as needed.
  • Professional demeanor with high attention to detail.
  • Bilingual or multilingual skills in Arabic, Urdu, Mandarin, Chinese, or Russian are strongly preferred.

Qualifications

  • Associate degree or equivalent.
  • At least two years of experience working with diverse communities.
  • Ability to walk and stand for extended periods.
  • Valid driver’s license.
  • Willingness to travel within the city and work flexible hours, including weekends.
  • Essential computer skills.
