Job summary

The New York City Department of Health and Mental Hygiene seeks a Public Health Adviser to join one of its Quickie Labs and report to the Express Clinic Supervisor. Responsibilities include conducting HIV testing, counseling, data entry in EPIC, and coordinating follow-up care.

The role supports the bureau's mission to promote healthy choices and equitable health services across NYC. Qualifications include a health-related bachelor's degree with relevant credits, phlebotomy or HIV counseling

Qualifications

• Bachelor's degree with health education or related sciences credits.
• Phlebotomy training or HIV counseling certification may be required.
• Annual health assessment is required for Public Health Advisers.
• Experience in health promotion or disease prevention settings preferred.
• Substitutions allowed for education/experience per policy.

Responsibilities

• Manage collection rooms and disinfect surfaces after each collection.
• Perform HIV rapid INSTI tests and provide results to patients.
• Prepare specimen collection kits and deliver specimens to Quickie Lab.
• Enter patient results into the EMR/EPIC system.
• Answer patient questions and review reasons for visit.
• Provide confidential counseling for STI/HIV/Covid and refer for follow-up.
• Maintain effective communication with staff and management.

Division/Program Summary:
The mission of the Bureau of Public Health Clinics is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status. It is also the Bureau's vision to provide timely, accessible, high-quality, equitable and respectful care that helps improve the lives of our patients and contributes to a healthier community.

The Public Health Advisor, L2 will work in one of the Bureau's Quickie Labs and report directly to the Express Clinic Supervisor.

Job Duties and Responsibilities

• Manage collection rooms, disinfect surface areas after each collection.
• Perform HIV rapid INSTI tests.
• Provide HIV test results.
• Prepare specimen collection kits for patients.
• Deliver specimens to Quickie Lab
• Answer patient questions and inquiries.
• Review patients' reasons for visit.
• Conduct confidential advising of patients diagnosed with STI, HIV or Covid; refer for follow-ups, as appropriate.
• Enter data into the EMR/EPIC: Post patient results and other information, when applicable.
• Establish and maintain effective communication and working relationships with staff and management to meet employee and client needs and objectives.

PUBLIC HEALTH ADVISER - 51191

Minimum Qualifications

1. A baccalaureate degree from an accredited college, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences; or
2. Note:
   1. For certain assignments, satisfactory completion of training in phlebotomy or other necessary procedures is required. Certification in HIV counseling may be required for certain other assignments.
   2. Public Health Advisers are required to have an annual health assessment.
3. A baccalaureate degree from an accredited college, and six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program, performing one or more of the following: interviewing, conducting community investigations, assessing health risks, making referrals, or collecting and analyzing epidemiological data; or
4. Note:
   1. For certain assignments, satisfactory completion of training in phlebotomy or other necessary procedures is required. Certification in HIV counseling may be required for certain other assignments.
   2. Public Health Advisers are required to have an annual health assessment.
5. A four-year high school diploma or its educational equivalent, and four years of full-time satisfactory experience as described in "2" above; or
6. Note:
   1. For certain assignments, satisfactory completion of training in phlebotomy or other necessary procedures is required. Certification in HIV counseling may be required for certain other assignments.
   2. Public Health Advisers are required to have an annual health assessment.
7. Education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. However, all candidates must have a four-year high school diploma or its educational equivalent, and either twelve semester credits as described in "1" above or six months of experience as described in "2" above.
8. Note:
   1. For certain assignments, satisfactory completion of training in phlebotomy or other necessary procedures is required. Certification in HIV counseling may be required for certain other assignments.
   2. Public Health Advisers are required to have an annual health assessment.
9. To be assigned to Assignment Level II, candidates must have, in addition to meeting the minimum qualification requirements listed above, at least one year of experience as a Public Health Adviser, Assignment Level I, or at least one additional year of experience as described in Qualification Requirement "2" above.
