Job summary

Advantage SCI is seeking a Senior Personnel Security Specialist to support a federal agency's personnel security program. The role requires a top-secret clearance, extensive experience in security investigations, and technical training to ensure compliance with agency standards. Successful candidates will independently perform in-depth analyses, make recommendations regarding security clearances, and guide lower-grade specialists.

Qualifications

  • Must have a current TS/SCI clearance and be willing to take a CI polygraph.
  • 12 years experience with a Bachelor's degree or 14 years experience with an Associate's degree.
  • Technical training/certification as an investigator/adjudicator required.

Responsibilities

  • Develops manuals and conducts checks per federal guidelines for the agency's security program.
  • Analyzes investigative correspondence and advises on security clearance recommendations.
  • Provides training and direction, and prepares detailed analysis of security concerns.

Position Title: Personnel Security Specialist - Senior

Reports To: Program Manager

Clearance Type: Active Top Secret/SCI (willing to take CI Poly)

Work Location: National Capital Region

Start Date: On Contract Award

Job Description:

Advantage SCI is accepting applications to support a federal agency personnel security program.

Summary of duties include but not limited to:

  • Independently develops various types of manuals, forms, instructions, and the like, to facilitate operation of the agency Security Program.
  • Conducts checks in accordance with Federal guidelines, policies and procedures.
  • Requests, receives, scrutinizes and analyzes agency Investigative files and related material which could have a bearing on individual's ability to hold a security clearance.
  • Conducts critical analysis of incoming material/correspondence outlining possible serious and/or very sensitive security concerns.
  • Provides on–the-job training, instruction, guidance and advice to lower-grade specialists.
  • Participates in the direction, from inception to completion, of highly sensitive and complex security assessment investigations and making clearance recommendations.
  • Prepares in-depth summaries and compose correspondence for investigation initiation.
  • Provides detailed outlines of background of individual case and information developed from extensive initial research and of the subsequent analysis.
  • Coordinates with agency Divisions on foreign nexus/concerns to exploit intelligence for the purpose of making adjudicative determination recommendations.
  • Provides an high-risk analysis of high risk investigations.
  • Provides a recommendation on investigation adequacy and completeness.
  • Recommends whether a security clearance should be granted, denied, revoked, or suspended, as appropriate.
  • Recommends/coordinates the execution of polygraph examinations and/or interviews.
  • Correlates and assimilates all data obtained and developed, prepares a formal written analysis of the security concerns, vulnerabilities, risks, and their resolutions.
  • Coordinates/correlates investigative activity, information gathering, and other matters between field offices, Legal Attaches, other Government agencies, and private industry.
  • Advises on follow-on actions and/or participates in and/or conducts security briefings.
  • Analyzes investigation results to include interviews and polygraph examinations to ensure that all issues have been resolved, that gaps in information have been adequately covered, and that areas of concern have been completely addressed.
  • Ensures cases are handled in compliance with agency policies and legal requirements.
  • Determines the adequacy of reporting information to develop and set forth leads and provides guidance to the field during course of investigations.

Required Qualifications

  • Must have a current TS/SCI and be willing to take a counterintelligence (CI) polygraph examination at the Government’s discretion.
  • Bachelor’s degree with 12 years’ experience or Associate’s degree with 14 years’ experience
  • Technical training/certification as an investigator and/or adjudicator is required
  • Five (5) years of experience in the personnel security investigative or investigative analyst field.
  • Eight (8) plus years of experience in Federal LE or (10) plus years of experience working in the personnel security field; prior security management experience preferred.
  • Experience interpreting Governmental and commercial database checks to identify areas of concern during the investigative process.
  • Experience analyzing investigative reports and other sources of information to identify security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of eligibility for access to national security information based on the application of the appropriate adjudicative standards
